The Educational Plant Survey (EPS) is defined in Florida Statute 1013.31 as “a systematic study of present educational and ancillary plants and the determination of future needs to provide an appropriate educational program and services for each student based on the projected capital outlay full time equivalents (FTEs) approved by the Florida Department of Education.”

The EPS contains all of the proposed facility improvements that have been approved by the Florida Department of Education (FLDOE). It is also the basis of the School District’s annual Five-Year Facilities Work Program.

The EPS must be updated and submitted to the FDOE for approval every five years at minimum. The current active EPS includes the original version and one spot survey (version 2).  Survey 5-Version 1 was approved by the School Board on December 12, 2017 and was approved by FLDOE on May 23, 2018. Intermediate revisions, called “spot surveys” may be submitted at any time in order to obtain FDOE approval for desired changes.  Educational Plant Survey 5-Version 2 was approved by the School Board on July 13, 2021 and approved by FLDOE on 12/8/2021. This spot survey declared the Head Start facility, Building 3 (pool maintenance building) at Madison Middle School and Building 3 (pool maintenance building) at Jackson Middle School unnecessary for educational purposes.

The proposed Spot Survey 5.3 includes the following changes to the Educational Plant Survey:

Mila Elementary School Pool Building

The spot survey recommendation is to remove the pool and pool building.  The “pool building” at Mila Elementary is a portion of Building 9 that includes the indoor pool, bathrooms, and pool mechanical room. The pool building is not required by the State Requirements for Educational Facilities (SREF) and does not meet minimum building codes because there is no heating or air conditioning.  Additionally, the metal structure is showing significant signs of rust and there are concrete cracks that could be structural.  The school has not used the pool for several years.  The intent of this recommendation is to demolish the pool building.

The Florida Department of Education Office of Educational Facilities (FLDOE OEF) has indicated that they approve this recommendation.

New Central Area Transportation and Maintenance Facility

These spot survey recommendations are to implement the capital project that replace and relocate the transportation/maintenance facilities at the Satellite Bus Compound, Mid-South Area Support Services, and Old Creel Bus Compound.  The spot survey recommendations are:

  • Satellite Bus Compound – The spot survey recommendation is to remove the Satellite Bus Compound. The Florida Department of Education Office of Educational Facilities (FLDOE OEF) has indicated that they will support this recommendation.    The main structure at the Satellite Bus Compound is a metal structure that is in severe disrepair and all operations have been halted at this facility due to safety concerns.  This facility will be demolished and converted to parking to serve adjacent schools.
  • Mid-South Area Support Services / Old Creel Bus Compound – The spot survey recommendations are to remove (from the EPS) the Mid-South Area Support Services and Old Creel Bus Compound.  Both of these facilities are located on the same property near downtown Eau Gallie on Pineapple Avenue.  The property is located adjacent to residential neighborhoods and is not ideal for maneuvering buses at early hours in the morning.  The buildings on the property include a 3-story historic school building that is vacant and deteriorating (built 1923), two ancillary buildings built in 1955, and three portables built prior to 1985.  These buildings are not economically feasible to be repurposed and are not suitable for current operations.  The intent is to sell this property for redevelopment with a more compatible use.
  • Purchase a centrally located industrial property and build a new facility that would replace the transportation and maintenance support services currently located at Satellite Bus Compound, Mid-South Area Support Services, and Old Creel Bus Compound.

The Florida Department of Education Office of Educational Facilities (FLDOE OEF) has indicated that they approve this recommendation.
