September 22, 2020 School Board Meeting

Meeting processes in response to the COVID-19 are as follows: Public attendance will be on a first come, first served basis, allowing for up to 30 persons in addition to staff and board members.  All public comments will be in person.  You may begin signing in to speak at 5:00 p.m. on September 22, 2020 in the Educational Services Facility lobby.  Persons wishing to speak may be asked to wait outside until the appropriate portion of the meeting should all of the seats inside the board room be filled.

The School Board of Brevard County met for its regular school board meeting on Tuesday, September 22, 2020.  Notice of the meeting was advertised in the Thursday, September 10, 2020 edition of The Eagle. An affidavit of publication is availble in the Board Office.

Following the conclusion of the Rule Development Workshop held before the regular meeting, the information item on policy 8420.02 Emergency Policy Requiring Face Coverings was removed as the policy process will begin again due to substantive changes.

Approve the listed administrative staff recommendations: Accept the retirement of Terri Kulaga-Green from the position of Assistant Principal at Rockledge High School, effective September 30, 2020. Accept the retirement of Jo Ann Clark from the position of Director of Accounting Services, effective September 30, 2020. The reclassification/transfer of Sheryl A. Haskins from the position of Principal at Mims Elementary School to the position of Teacher at Brevard Virtual School, on annual contract, effective September 23, 2020. The reclassification of Melissa Moskovits from the position of Teacher on Assignment at Mims Elementary School to the position of Interim Principal at Mims Elementary School, on annual contract, effective September 23, 2020. Annual salary based on grade 26 of the Nonbargaining Salary Administration Program. The transfer of Nicole R. Parks from the position of Assistant Principal (10 month) at Quest Elementary School to the position of Assistant Principal (10 month) at Mims Elementary School, on annual contract, effective September 23, 2020. Dr. Mullins provided the Board and viewing audience a financial outlook update. Board members had no questions.

Neyda Francis, assistant director of Testing and Accountability, provided the update on state and federal accountability.  Board members had varying questions.  Ms. Campbell said that it would be ideal if this year would be a "hold harmless" year due to missing last year's grades and stats. Ms. Francis said there are lots of requests to release the data, but not have any of the sanctions associated. She has not heard anything.  Ms. Campbell asked to have that added to our legislative asks.

Mr. Susin asked for follow up on athletics and volunteers/ Dr. Mullins stated that Ms. Moore, Assistant Superintendent of Student Services, was drafting updated procedures that should be ready later in the week.

 

Ms. Campbell reminded everyone that Food and Nutrition Services had received approval to continue the summer feeding program through December.

Individuals or groups may address comments to the School Board at any regular meeting by following established procedures.  The maximum allotted time for a presentation is three (3) minutes.  A speaker's time may not be allocated to others.  Individuals must complete a form located on a table near the east wall of the boardroom.  Thirty minutes will be set aside at the beginning of the meeting for public discussion on non-agenda items.  Up to thirty minutes of public discussion will be allowed for each agenda action item.

NOTE:  If a person decides to appeal any decision made by the Board with regard to any matter considered at this meeting, he/she will need a record of the proceedings and, for such purposes, may need to ensure that a verbatim record of the proceedings is made and that the record includes the testimony and evidence upon which the appeal is to be based.
