Discussion The Guaranteed Maximum Price (GMP) for the sales surtax facility renewal project at Palm Bay Magnet High School was approved by the School Board at their February 11, 2020 meeting. The GMP utilized all of sales surtax funds allocated in the Sales Surtax Funded Detail Report (Attachment F) and an allocation of the sales surtax revenue over the $198 million program target previously recommended by the Independent Citizens Oversight Committee (ICOC). At the time of scope development, there were several other facility renewal needs identified for Palm Bay Magnet High School including chiller replacement, elevator renewal and intercom renewal. The ICOC considered these facility renewal needs at their June 17, 2020 meeting and recommend approval of sales surtax revenue over the $198 million program target for these projects as indicated below. In addition, the ICOC reconfirmed their approval at their August 19,2020 meeting as the Palm Bay Magnet High School chiller renewal project was included on the list of projects recommended for the remaining 2014 sales surtax revenue stream.
The School Board recently approved a contract with Heard Construction, Inc. for the intercom renewal project. The elevator renewal requires design services. The chiller renewal was previously designed as part of the facility renewal project, but was not funded at the time. The chillers were unreliable at the start of school and the team is moving forward with replacement as soon as possible now that funding is available. Canaveral Construction Co., Inc. has submitted a Guaranteed Maximum Price (GMP) for preconstruction services and early owner direct purchase of the replacement chillers in an amount not to exceed $563,143.07 under their continuing contract for construction management services. The proposal is based on the design previously completed by DDC Engineering, Inc. Administration and permitting costs are estimated at $6,000. The balance of the GMP will be submitted for Board consideration upon completion of subcontractor bidding. The intent of the early works GMP is to order the chillers as soon as possible. Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review. | ||||||||||||||||||
Recommendation Approve the Guaranteed Maximum Price submitted by Canaveral Construction Co., Inc. under their continuing contract for construction management services in an amount not to exceed $563,143.07 for the Palm Bay Magnet High School chiller renewal project. Approve the use of supplemental sales surtax revenue over the $198 million program target in the amount of $569,143.07 for the preconstruction services, owner direct purchase of the chillers and administration and permitting of the chiller renewal project. The balance will be requested with the GMP for the construction of the project.
