The sales surtax Independent Citizens Oversight Committee (ICOC) Charter states that members shall serve terms of two (2) years and that a member may serve for more than one consecutive term for multiple terms if approved by the School Board.  The ICOC recommends member appointments for School Board consideration.

The term of Dr. Joseph Finley expires on September 10, 2020.  Since this term expiration falls between the ICOC's regular August and October meetings, Mr. Shiffrin, Committee Chair, has provided his written recommendation to reappoint Dr. Finley to an additional two year term.  Dr. Finley has provided his written desire to continue serving through September 10, 2022.

The Charter states that the ICOC shall exist until all sales surtax funds have been expended, after which the Board may dissolve the ICOC by Resolution.  In the event of a renewal of the sales surtax, the Charter remains in effect as may be modified and approved by the School Board.


Approve the reappointment of Dr. Joseph Finley to the Independent Citizens Oversight Committee for a two (2) year term from September 11, 2020 through September 10, 2022.
