B. Action
6. DOH Emergency Rule 64DER21-15 and Face Coverings

When discussion began, multiple members of the audience loudly voiced disagreement over comments made by one of the Board members.  Despite being asked to refrain from such outbursts, some members of the audience would not comply. Consequently a recess was called at 9:42 a.m. and the room was cleared.  Chairman Belford reconvened the meeting at 9:51 a.m. without the public present in the room.  The meeting was live streamed for continued public viewing.

Upon return Mr. Susin made a plea for collectiveness and togetherness.

Ms. Campbell promptly provided a recommendation to end the mask mandate effective October 6, 2021.  A second was made by Mr. Susin.  The motion failed two to three. Mr. Susin then made a motion to amend the current emergency policy to provide an option for a parent opt out effective Thursday, October 7, 2021. A second was made by Ms. Campbell.  That motion failed two to three. Ms. Belford wished to make a motion to continue the current emergency mask policy until we reach 50 cases per 100,000 people allowing Dr. Mullins to remove the mask mandate with a parental opt-out and faculty mandate unless social distancing is maintained, in effect until October 29, 2021, at which time the emergency mask mandate expires, unless extended by the Board. In order to do so, she yielded the chairmanship to Mr. Susin at 10:19 a.m. who remained as chair until the meeting adjourned. A second to Ms. Belford's motion was made by Ms. McDougall.  The motion carried three to two.
