Chairman Matt Susin called the meeting to order at 9:02 am. 

  • The School Board Work Session was held in Training Rooms 5 and 6 due to a staff training in the Board Room. 
  • Meeting will be posted on YouTube once it is over.

Ms. Dampier, Mr. Reed, Ms. Kastensmidt presented the Discipline Update First Quarter.

Chairman Susin left the meeting at 9:39 am and returned at 9:43 am.


The Board members were given an opportunity to ask questions, and make recommendations after the presentation.


Ms. Jenkins:

  • Shared a story about a teacher from our ALC.  
  • commented on the disproportionate numbers for whites, blacks, and students with disabilities and she suggested that as a District we need to do better.
  • requested that Ms. Dampier present at a future time the numbers of students who were assigned to ALC or they chose that diversion program.


Ms. Campbell:

  • Would like to have an email with this discipline data, Dr. Rendell commented that this will be done quarter by quarter.
  • Commented on the documentation of the discipline and communication with parents and students, Dr. Rendell commented on the RSM Audit information.
  • Requested information on how we are supporting our schools, teachers, and staff.
  • Discussion on Title IX and what is involved with this process.
  • BPS follows the State process for Bullying Complaints.


Mr. Trent:

  • Recommended continuing and following the progress of the 71 students who have chosen the Drug Diversion Program.
  • Requested data on what choice the families are making, whether to go to an alternative school, private or other.
  • Would like to get the message out that Principals will be faced with manipulating data.  
  • Agrees with Ms. Campbell on the miss use of the term "Bullying".  


Ms. Wright:

  • Do we update our bus drivers about the referral process?
  • Asked for clarification on the Risk Ratio numbers and how they are calculated.
  • Recommended that we make a consistency across the board for discipline choices, (In-School vs. Out of School Suspension).  
  • How many students do we have that have a high number of referrals, 5, 10 or more?  Would like to see that data.
  • Recommended that a parent is contacted and spoken to when a student is asked to sign a contract.  


Mr. Susin: 

  • Commented about the data.
  • Expressed his appreciation to Ms. Dampier and her team and the work they put into collecting this data.
  • Would like to have a discussion around in-school suspension.  
  • Recommended that we pull in the Community Groups to develop a Mentor Program.
  • Recognized all that the bus drivers are doing.


Dr. Rendell:

  • Recognized the work that the building level leaders and the support staff is doing.

Chairman Susin recommended that they push the 9000's to the November 14, 2023, Work session and start that meeting at noon.  The Board agreed to move the 9000's.
