During the 2020 Legislative Session, legislators secured the Teacher Salary Increase Allocation (TSIA) through House Bill 641 and funded this new categorical within the Florida Education Finance Program (FEFP) focused on increasing compensation for full-time classroom teachers and full-time certified prekindergarten teachers funded through the FEFP. With 80 percent of the allocation, the new statute and funding raises the minimum pay for full-time classroom teachers and full-time certified prekindergarten teachers funded through the FEFP in each school district to at least $47.5K or to the maximum achievable based on each district’s allocation. The remaining 20 percent of funding raises pay for full-time classroom teachers and certified prekindergarten teachers who did not receive an increase, teachers who did receive an increase but their increase was less than two percent of their salary, and other full-time instructional personnel – pursuant to Florida Statutes – in student personnel services, librarians/media specialist and other instructional staff.

Before receiving funds, each school district and each public charter school must develop a salary distribution plan that clearly delineates the planned distribution of funds. Each school district must submit an approved district salary plan, along with the approved salary distribution plan for each charter in the district to the Florida Department of Education before receiving these categorical funds. Charter School plans were approved by their individual Governing Boards.

BFT and the District reached agreement on October 6, 2020 regarding the distribution of these funds.

District and BFT agreement:

  • Bringing full-time classroom teachers and full-time certified prekindergarten teachers paid funded through the FEFP up to $46,550 (with 80% of the TSIA)

  • Bringing teachers listed above to a 2% raise if movement to $46,550 did not result in a 2% raise (utilizing a portion of 20% of the TSIA)

  • Giving veteran teachers $710 utilizing the remainder of the 20% of the Teacher Salary Increase Allocation

Total Estimated Cost of this proposal is $11,366,243.

Recommendation

Approve the District's Teacher Salary Increase Allocation Plan.
