The Space Coast Transportation Planning Organization (SCTPO) is the intergovernmental coordination body responsible for multi-modal transportation planning in Brevard County. Transportation system safety for all users including motorists, bicyclists and pedestrians is part of the SCTPO Strategic Plan. SCTPO adopted Resolution #20-02 in July 2019 that "endorses Vision Zero as part of a comprehensive effort to strive to achieve zero traffic deaths and serious injuries on Brevard County roadways."  Brevard Public Schools participates on the Technical Advisory Committee of the SCTPO and participates in intergovernmental coordination and collaboration efforts focused on safety.

Below are excerpts from the SCTPO Vision Zero Web Site regarding Vision Zero:

Improving the safety of the transportation system in Brevard County is an integral piece of the transportation planning puzzle, one that plays a major role in any and all infrastructure improvements, across modes and improvement types. The SCTPO has a long history of supporting safety programs and efforts to increase awareness of safety challenges. With Brevard continuing to have a high number of crashes, especially involving vulnerable road users, the SCTPO is embarking on a new enhanced approach to addressing transportation safety.

Vision Zero is based on the philosophy that traffic fatalities and serious injuries are preventable and the only acceptable number of traffic fatalities and serious injuries is zero. Vision Zero requires a fundamental change in the way we think about traffic safety and planning. Vision Zero is a data driven, multi-disciplinary approach bringing together diverse and necessary stakeholders to address this complex problem

Vision Zero acknowledges that many factors contribute to safe mobility — including roadway design, speeds, behaviors, technology, and policies — and sets clear goals to achieve the shared goal of zero fatalities and severe injuries (Vision Zero Network).

The SCTPO also publishes a data dashboard regarding traffic fatalities and injuries since 2014. This is a link to the SCTPO Dashboard

Resolution 2022-XX is acknowledging the School Board's support for the SCTPO Vision Zero initiative. 

Kim Smith,  SCTPO Education & Safety Coordinator and Vision Zero Project Manager will present the Resolution for School Board consideration. 

Recommendation

Adopt Resolution 2022-XX, supporting the Space Coast Transportation Planning Organization Vision Zero initiative.
