Cocoa Beach Jr./Sr. High School, Freedom 7, Manatee and Quest Elementary Schools - Construction Management Services - SALES SURTAX AND SALES SURTAX RENEWAL

Intercom renewal projects are planned District-wide as part of the 2020 sales surtax renewal program. The projects at Cocoa Beach Jr./Sr. High School, Quest Elementary School, Manatee Elementary School and Freedom 7 Elementary School have been designed by TLC Engineering Solutions under their continuing contract for mechanical, electrical, plumbing and fire protection engineering services.
Ivey's Construction, Inc. has submitted a Guaranteed Maximum Price proposal for each of the schools under their continuing contract for construction management services as follows:
These projects are combined to achieve economy of scale and reduce the construction management fee. Additional administration and permitting costs are estimated at $4,000 per school.
This project is funded through 2020 sales surtax, remaining state grant funds (approximately $90,000) and reallocated 2014 sales surtax revenue over the $198 million target ($70,000). The Independent Citizens Oversight Committee (ICOC) will consider allocating an additional pool of funds (approximately $780,000) from the 2020 sales surtax revenue allocated to security at its October 19, 2022 meeting. Sales surtax revenue over budget (cash flow) is sufficient to support this allocation.
Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review.
Approve the Guaranteed Maximum Price proposals submitted by Ivey's Construction, Inc. under their continuing contract for construction management services for the intercom renewal projects at the following schools:
Approve an additional $4,000 per school for administration and permitting costs.
Approve the allocation of up to an additional $780,000 from the 2020 sales surtax revenue allocated to security pending Independent Citizens Oversight Committee review at its October 19, 2022 meeting.
