Speakers addressed the Board about this policy.

Ms. Campbell recommended to approve as is and coming back after November and re-visit the language.

No one in the public wished to address this item. The Board discussed the committee members and the need to get them rolling and then reevaluate if another committee is needed. 

Ms. Campbell:  

  • Addressed the speakers comments about who could read, language straight out of statue is "Parent" can read. 
  • In favor of getting another committee together.

 

Ms. Jenkins:

  • recommended that we have two committee's so that we can get through this process faster.

 

Ms. Wright:

  • Ms. Harris, to communicate to the committee where they can find the books.  
  • is in favor of getting the committee that we have started and see if we need a second committee.

Ms. Karen Black spoke to the Board on the Boundary change from MILA to Lewis Carrol.  The Board agreed to move forward with this and bring back at the November 14, 2023, Board meeting for information.

8. Discussion: Designate Dates, Times and Locations of School Board Meetings

The Board had a discussion on the pros and cons of having daytime versus nighttime meetings.

The Board agreed to change the 2nd Board meeting of the month to start at 9:30 am.  The Board agreed to bring this back for a vote on November 14, 2023.

The Board had a discussion on which ones they would like to take to the Legislative session.

  • Allow retired staff to return to the school district quicker. Many retirees would be an asset to student achievement if they did not have to wait one year to return to the school district. As all districts look for creative ways to fill openings, this would be a creative way to bring veteran educators back to schools.

 

  • Allocation Request: In preparation for Brevard Adult & Community Education becoming a Technical College/Center, we are asking for an appropriation to fund equipment and program needs that will continue to support the CDL Training Facility. This $10.5m request will include the expansion of the Clearlake Education Facility by constructing an adjacent building to the CDL Training Facility that will be the location of the career certificate programs we intend to create in our Technical College/Center. This will meet the workforce’s needs and demands in our community.

 

  • Real-world work experience is a major part of our Career & Technical Education programs, and the School Board supports initiatives that create paths for students to take part in on-the-job training while still working towards their high school diploma. Feedback from Space Coast businesses indicates any increased flexibility for students to work in a real work environment could lead to more partnerships between businesses and Brevard Public Schools

 

  • Revise Statute 1012.22 that requires the annual salary adjustment under the performance salary schedule for an employee rated as highly effective must be at least 25 percent greater than the highest annual salary adjustment available to an employee of the same classification through any other salary schedule adopted by the district.

 

  • There is an imbalance between PreK teachers in the school system and K-12 teachers regarding benefits as well as performance incentives. This imbalance disincentivizes high-quality certified teachers from committing to our youngest learners. PreK teachers in the public school system should be included as classroom teachers and given the same benefits and incentives as K-12 classroom teachers. We request an OPPAGA study during the 2024 session, as requested by either the Senate President or House Speaker. The study would give a good baseline to the differences between the educators and offer a path toward creating equality for both, incentivizing high-quality educators to work with our youngest learners, and establishing a strong educational foundation for them when they move to K-12. Also, Pre-K teachers in public schools are not provided the following benefits that are offered to K-12 teachers despite having to meet the same certification requirements:

 

  • Federal Loan Forgiveness is based on the state statute 1012.01(2) which lists teachers K-12)
  • Extending drop retirement benefits
  • PreK ESE classrooms do not have a CAP ratio, even though these children are removed for smaller classroom instruction (some ESE classrooms have more students than VPK students)
  • Do not qualify for raises under the State of Florida raise incentives
  • Do not qualify for Teacher Authority Act

Ms. Wright: 

  • would like the sentence to stop at, "Understands and responds appropriately to the communications of others"
  • page 10, NEOLA's version is better.

 

Ms. Jenkins gave the Speech Pathologist explanation of the sentence.

 

Ms. Campbell recommended a change in the language, strick this part of the sentence "consistent with sociatle standard and".
