Discussion

There was a fire at Freedom 7 Elementary School in the staff restroom in Building 3 the evening of August 4. There was extensive damage to the staff restroom and collateral damage (water, smoke) to the entire building. Facilities Services requested assistance from Canaveral Construction, Co., Inc. under their continuing contract for construction management services for demolition, remediation and reconstruction.

The Board approved the inital demolition and remediation invoice from Canaveral Construction Co, Inc. (Canaveral) at the September 20, 2022 Board meeting. The demolition and remediation are complete and the facility is ready for reconstruction.  Canaveral has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $218,436.78 for the reconstruction project based on a design by Architects RZK, Inc. under their continuing contract for architectural services. The project will be initially funded through capital while pursuing cost recovery from a third party. A portion of the work, $20,436.78, is related to unforeseen conditions and code upgrades. This aspect of the scope is unrelated to the fire and will be funded through capital. Administration and permitting costs are estimated at $8,000 and will be funded through capital.

Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review.

Recommendation

Approve the project construction budget for the Freedom 7 Elementary School restroom reconstruction in the amount of $226,436.78.

Approve the Guaranteed Maximum Price (GMP) submitted by Canaveral Construction, Co., Inc. in an amount not to exceed $218,436.78 for the reconstruction of the restrooms in Building 3 at Freedom 7 Elementary School resulting from the August 4, 2022 fire.
