The Interlocal Agreement for Public School Facility Planning and School Concurrency provides the BPS Facilities planning team a review of residential developments before they are approved by the County or various municipalities. In March, 2020 a review of a proposed 534 home subdivision (Crystal Bay) in the Grant-Valkaria area estimated that 43 middle school students would be generated from the new homes. The subdivision is primarily located in the Stone Magnet Middle School attendance boundary, except for approximately 98 lots located in the Southwest Middle School attendance boundary.  The existing boundary line between Stone and Southwest is a line through the subdivision and is not workable as a boundary line. This issue was discovered after the September 20, 2022 Board Workshop that included two minor clean up boundary changes in the Viera area. Staff is proposing to include this proposed boundary change in the same cycle to include initiating public involvement, with consideration by the Board on the information agenda in November, the action agenda in December and the public hearing in January.

The proposed attendance boundary change would move the portion of the subdivision in the Southwest Middle School attendance boundary (98 lots) to the Stone Magnet Middle School boundary. The current and projected enrollment shows that students from this subdivision can be accommodated at Stone Magnet Middle School, but other planned development in the Southwest Middle School attendance boundary area could limit capacity at Southwest Middle School. The potential boundary change would not affect any students currently attending Southwest Middle School. However, there are 4 elementary and 3 high school students residing within the affected area. The elementary and high school boundaries include the whole subdivision, so a boundary adjustment is only needed at the middle school level. The boundary change affects an area of the subdivision that is currently under construction and selling homes. Consequently, resolving this issue in the current attendance boundary change cycle would clarify the middle school boundary going forward. 

There is only one access road into the neighborhood. All middle school students will need to ride a bus to reach either Southwest Middle School or Stone Magnet Middle School. The proposal will simplify transportation by using one bus to service the entire neighborhood to the same middle school.

 

 

Recommendation

Provide feedback and approve the attendance boundary proposal to continue onto the next step in the attendance boundary change process to gather public input prior to returning to the Board as an Information Agenda Item.
