Discussion

The School Board of Brevard County, Florida (School Board), as the Sponsor of all charter schools within Brevard County, is committed to authorizing new and innovative charter schools that provide high-quality educational options to serve the diverse needs of our students.

The contractual agreement between Odyssey Preparatory Charter Academy and the School Board will expire on June 30, 2023. In accordance with the Florida Charter School Law, a charter school may be renewed provided that a program review demonstrates that the school has successfully fulfilled the terms of its contract pursuant to Section 1002.33(7)(a)(17), F.S.

Section 1002.33, F.S. requires that student performance be the most important factor in the consideration of charter renewal.

In summer 2022, Odyssey Preparatory Charter Academy, officially requested a renewal of its Charter, thus beginning the Charter School Contract Renewal Process.

As part of its renewal process for charter schools, Elementary Leading & Learning – Open Enrollment & Charter Schools conducted a program review of Odyssey Preparatory Charter Academy’s data over the life of the contract. This examination included school grades, state assessment data, school specific goals as outlined in the School Improvement Plan, fiscal health, enrollment data, board structure and duties, contractual requirements, educational program’s faithfulness to the school’s approved application, mission and vision, fair and appropriate pupil enrollment processes, ESE obligations and ESOL requirements. The Charter School Renewal Program Review for Odyssey Preparatory Charter Academy is attached. Final analysis of the School’s data reveals no major deficiencies.

Recommendation
