The 2020 Sales Surtax Renewal Plan included structural pavilion renewal at Enterprise Elementary School in year 2.  The Board approved the construction contract with Heard Construction, Inc. in March 2022. The scope of work included pressure washing, corrosion control and painting two structural pavilions and the covered walkways.

During construction, considerable condensation was observed forming on the soffit and sidewalls of the raceways that contain air conditioning ductwork.  The main air supply duct had severe leaks within the raceway.  This leaking cold air cools the metal soffit and sides to the point that condensation forms during warm outside temperatures.  This condensation causes these raceways to corrode from the inside. The corrosion and the leaking duct work need to be addressed.  This is a common problem with this type of school design that has been getting corrected concurrently with the pavilion renewal projects.

Heard Construction, Inc. has submitted an owner-directed change order in an amount not to exceed $69,217.52 for the Enterprise Elementary School canopy raceway renewal project under their continuing contract for construction management services. The project will be funded through facility renewal capital. Administration and permitting have been previously budgeted. 

Board approval is required for change orders over $50,000 or over 10% of the contract amount. The standard change order form has been used which does not require legal review. 

Recommendation

Approve the owner-directed change order submitted by Heard Construction, Inc. in the amount of $69,217.52 for the Enterprise Elementary School canopy raceway renewal project .
