Track renewal projects are planned District-wide as part of the 2020 sales surtax renewal program and high school track rubberization is a multi-year capital project initiative. Most of the high school tracks were assessed in poor or failed condition, so renewal was included in the 2020 sales surtax program. Since these tracks would be reconstructed as part of the renewal program, this was an opportunity to concurrently rubberize the high school tracks utilizing District capital funds. Nine tracks are either complete or under contract. 

Ivey's Construction, Inc. has submitted a Guaranteed Maximum Price proposal in an amount not to exceed $823,867.11 for the track renewal and rubberization at Space Coast Jr./Sr. High School under their continuing contract for construction management services based on a design by Gale and Associates, Inc. under their continuing contract for civil engineering services. The project is combined with the track renewal and rubberization at Heritage High School to achieve economy of scale and reduce the construction management fee. Additive alternates, funded by others, include up to  $150,000 for other track amenities that can be added into the project by change order. Expanding the track to 8 lanes is also an additive change order option priced at $183,103.54. This is not included in the project. Additional administration and permitting costs are estimated at $10,000 per school. 

This project is funded through 2020 sales surtax designated for track renewal and FY 23 capital designated for track rubberization. The Independent Citizens Oversight Committee (ICOC) recommended allocating funds (up to $560,000) from the 2020 sales surtax revenue for the Space Coast Jr./Sr. High School track renewal at its October 19, 2022 meeting. Sales surtax revenue over budget (cash flow) is sufficient to support this allocation. 

Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review. 

Recommendation

Approve the District-funded (not including additive alternates) construction budget for the Space Coast Jr./Sr. High School track renewal project in the amount of $833,867.11. 

Approve the Guaranteed Maximum Price submitted by Ivey's Construction, Inc. under their continuing contract for construction management services, for the Space Coast Jr./Sr.  High School track renewal project in an amount not to exceed $823,867.11.

Approve the additive alternates outlined in the Guaranteed Maximum Price proposal up to $150,000 to be funded by others. 

Approve an additional allocation of 2020 sales surtax renewal funds up to $560,000 for the Space Coast Jr./Sr. High School track renewal project.
