Discussion The sales surtax facility renewal project at Titusville High School was completed during summer 2020. The project included HVAC, controls , electrical, building envelope renewal and classroom technology infrastructure but did not include any work on the central energy plant. Central energy plant renewal was noted in the facility assessment and corroborated by staff. In addition, the school experienced several failures during the first several weeks of school. In August, the Independent Citizens Oversight Committee recommended allocation of up to $1,767,400 for renewal of the central energy plant and HVAC water circulation piping. The sales surtax renewal plan also includes resources for renewal of the sanitary sewer system at Titusville High School in the first year of the plan. DDC Engineering, Inc. has submitted a proposal for the design of the central energy plant renewal including relocation and replacement of the cooling towers, an alternate to replace at least one chiller and other mechanical system improvements under their continuing contract for mechanical, electrical, plumbing and fire protection (MEP) engineering services. The work also includes evaluating the sanitary sewer system. A separate proposal from Trane to refurbish the existing chillers is also under consideration. Administration and permitting costs are estimated at $10,000. Board approval is required for purchase orders over $50,000.

Recommendation Approve the proposal for the design of the central energy plant renewal project at Titusville High School including relocation and replacement of the cooling towers, an alternate to replace at least one chiller and other mechanical system improvements submitted by DDC Engineering, Inc. in the amount not to exceed $125,000 under their continuing contract for mechanical, electrical, plumbing and fire protection (MEP) engineering services. Approve the budget for administration and permitting costs at $10,000. Approve the allocation of $1,767,400 in sales surtax revenue over $198 million for the project. | ||||||||||||||||||
