Melbourne High School - Construction Management Services - SALES SURTAX RENEWAL
Consent w/o Information - 11/16/2021
The 2020 sales surtax renewal plan includes funding for track renewal at several high schools, including Melbourne High School. In addition, the 2021 capital plan includes the initial phase of funding for track rubberization at several high schools. The renewal and rubberization projects will be phased over multiple years.
The first phase of the track rubberization project is intended to be concurrent with the track resurfacing projects, as the condition of the underlying track surface affects the longevity of the rubberization project. Five of these projects are ready for construction. The District's investment in the track projects include the renewal of the underlying track (2020 sales surtax) and rubberization (capital plan). At some schools, community members have been fundraising to invest in additional track and field amenities, which are priced as alternates. All of the track designs were heavily coordinated with the schools and community groups, if applicable, so the design encompasses all of the track and field improvements that are needed/desired at each school. In general, the condition of the underlying tracks has been worse than expected, which is contributing to the higher cost of the track renewal work. Examples include significant modifications in cross slopes, addition of curb to protect the surface, converting tracks from 440 yards to 400 meters and drainage upgrades.
The Melbourne High School track project was designed by Gale and Associates under their continuing contract for civil engineering services.
Ivey's Construction, Inc. has submitted a Guaranteed Maximum Price (GMP), under their continuing contract for construction management services, for the Melbourne High School track renewal & rubberization project in an amount not to exceed $617,636. Additive alternates funded by others include up to $435,000 for the track project (includes construction of the "D" zones). Design, preconstruction, permitting and administrative costs have been previously budgeted through FY 21 capital in order to complete the design and preconstruction phases so construction could start this fall.
The Independent Citizens Oversight Committee recommended approval of a modification to the 2020 sales surtax plan to allocate additional funding for the Melbourne High School track renewal project in the amount of $175,000 at its October 20, 2021 meeting. The Melbourne High School track needed reconstruction needed complete reconstruction rather than just milling and resurfacing.
Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review.
Approve the District-funded construction budget for the Melbourne High School track project in the amount of $617,636.
Approve the Guaranteed Maximum Price submitted by Ivey's Construction, Inc. under their continuing contract for construction management services, for the Melbourne High School track renewal & rubberization project in an amount not to exceed $617,636 .
Approve the additive alternates outlined in the Guaranteed Maximum Price proposal up to $435,000 for as funded by others.
Approve the additional allocation of $175,000 of 2020 sales surtax funding to the track renewal project, as recommended by the ICOC at its October 20, 2021 meeting.
