The School Board awarded the Request for Qualifications (RFQ 23-354-Q-HD) for design services for the West Melbourne Elementary School for Science classroom addition project to the top-ranked firm Tsark Architecture, LLC. Spiezle Architectural Group, Inc. Partnership (Tsark) at the January 24, 2023 meeting.  The Board subsequently (February 21, 2023) approved a Phase 1 design services proposal in the amount not to exceed $95,450 for the pre-design stakeholder engagement and data analysis process to develop the scope of work for the project. The pre-design scope of work included evaluation of:

• Enrollment and waiting list trends
• Educational program components
• Common area (media enter, cafeteria...) constraints
• Building system (mechanical, electrical, plumbing) constraints
• Traffic circulation and parking coordination with the City of West Melbourne
• Internal building circulation
• Applicability of hurricane protection requirements

The stakeholder engagement process has concluded with the development of a concept plan for the classroom addition. Based on the concept plan, the scope of work includes a classroom building addition  and additional cafeteria space (approximately 14,600 square feet). Based on the concept plan, Tsark has submitted a design proposal in an amount not to exceed $547,840. 

The project is funded through educational facilities impact fees. Administration and permitting costs have been previously budgeted.

Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review. 

Approve the design and construction administration budget for the classroom addition project at West Melbourne Elementary School for Science in the amount of $547,840.
