The third year of the 2020 sales surtax renewal plan includes a classroom cabinetry and flooring renewal project at West Melbourne Elementary School for Science. Wharton Smith, Inc. has submitted a Guaranteed Maximum Price in the amount not to exceed $1,287,671 for classroom cabinetry and flooring renewal under their continuing contract for design build services based on a Design Criteria Package prepared by District staff. The scope of work includes casework replacement with Corian countertops and new ADA drop-in combination sinks in thirty four (34) classrooms, including toilet accessories, drywall, painting and plumbing retrofits. Existing flooring will be replaced with LVT in seventeen (17) classrooms and six (6) adjoining rooms.  Administration and permitting costs are estimated at $5,000.

The project cost exceeds the remaining amount allocated for the project in the 2020 sales surtax program by $480,000. Rather than reducing the number of classrooms renovated, additional 2020 sales surtax funding can be allocated to the project. The Independent Citizens Oversight Committee will consider the additional allocation at their June 19, 2023 meeting. Alternatively the proposed FY 24 capital plan includes funding for classroom renewal that could be applied to this project. 

Board approval is required for purchase orders over $50,000. The standard form of the agreement was used which does not require legal review. 

Recommendation

Approve the total project construction budget in the amount of $1,292,671 for the West Melbourne Elementary School for Science classroom cabinetry and flooring renewal project. 

Approve the Guaranteed Maximum Price submitted by Wharton Smith, Inc in an amount not to exceed $1,287,671 under their continuing contract for design build services for the classroom cabinetry and flooring renewal project at West Melbourne Elementary School for Science. 

Approve an allocation of 2020 sales surtax funds up to $480,000 for the Palm Bay Elementary School classroom cabinetry and flooring renewal renewal project at Palm Bay Elementary School subject to the Independent Citizens Oversight Committee review and recommendation.
