The third year of the 2020 sales surtax renewal plan includes a classroom cabinetry renewal at Palm Bay Elementary School. Wharton Smith, Inc. has submitted a Guaranteed Maximum Price in the amount not to exceed $1,258,843 for classroom cabinetry and flooring renewal under their continuing contract for design build services based on a Design Criteria Package prepared by District staff. Flooring renewal was added to the project in order to more fully renovate the classrooms. The scope of work includes casework replacement with Corian countertops and new ADA drop-in combination sinks, including toilet accessories, drywall, painting and plumbing retrofits. in thirty-six (36) existing classrooms. Removal and replacement of the existing flooring with new LVT flooring and vinyl wall base in the thirty-six (36) classrooms and ten (10) adjoining rooms is also included in the scope of work. Administration and permitting costs are estimated at $5,000.

The project cost exceeds the remaining amount allocated for cabinetry in the 2020 sales surtax program by $425,000. Rather than reducing the number of classrooms renovated or removing the flooring component, additional 2020 sales surtax funding can be allocated to the project. The Independent Citizens Oversight Committee will consider the additional allocation at their June 19, 2023 meeting. Alternatively the proposed FY 24 capital plan includes funding for classroom and flooring renewal that could be applied to this project. 

Board approval is required for purchase orders over $50,000. The standard form of the agreement was used which does not require legal review. 

Approve the total project construction budget in the amount of $1,263,843 for the Palm Bay Elementary School classroom cabinetry and flooring renewal project. 

Approve the Guaranteed Maximum Price submitted by Wharton Smith, Inc in an amount not to exceed $1,258,843 under their continuing contract for design build services for the classroom cabinetry and flooring renewal project at Palm Bay Elementary School. 

Approve an allocation of 2020 sales surtax funds up to $425,000 for the Palm Bay Elementary School classroom cabinetry and flooring renewal project at Palm Bay Elementary School subject to the Independent Citizens Oversight Committee review and recommendation.
