The recommendation is to provide the State Approved Voluntary Prekindergarten Package, Ready to Advance (RTA) Early Learning Program (©2020), for all BPS prekindergarten programs (Voluntary Prekindergarten (VPK), Head Start and Exceptional Student Education (ESE). The Florida Department of Education and Head Start Performance Standards require the provision of a comprehensive program to support the development of the skills outlined in the Florida Early Learning and Developmental Standards and the Head Start Early Learning Outcomes Framework. RTA Early Learning, a comprehensive early learning and development program, is aligned to the Florida Developmental Early Standards and Head Start Early Learning Outcomes Framework. The last time a comprehensive program was purchased for the district’s prekindergarten programs was 2013. The program will be implemented in all prekindergarten classrooms throughout the district, increasing cross-departmental planning, communication, and professional development.

Each VPK provider's curriculum must be developmentally appropriate, designed to prepare a student for early literacy, enhance age-appropriate student progress in attaining state-adopted performance standards, and prepare students to be ready for kindergarten based on the statewide kindergarten screening as described in Section 1002.67(2)(b), Florida Statutes. The program currently being used in our BPS VPK classrooms is no longer on the state approved list, a state approved program is required for renewal of Brevard Public School’s VPK contract with the Early Learning Coalition of Brevard for the 2022-2023 school year. Therefore, the purchase of a new state approved program is required at this time.

Recommendation

Approve the purchase of the Ready to Advance Early Learning Program to be used starting in the 2022-2023 school year.
