The 2014 sales surtax program included $5.7 million to construct canopies over the walkways to and among portable classrooms. The plan developed in 2014 included covered walkways to 211 classroom portables at 45 schools. Currently, the District has 259 classroom portables at 53 schools (including South Pine Grove). 

The District issued a Request for Qualifications (RFQ 20-447-Q-DR) for the project and the design build contract was awarded to Canaveral Construction, Co., Inc. (Canaveral) at the March 10, 2020 Board meeting. 

Based on our experience with the District-wide security project, Canaveral and District staff worked through a pilot  project at two schools (Endeavour Elementary and Cocoa High). The Guaranteed Maximum Price (GMP) for the pilot project was approved by the School Board on March 23, 2021 and the preconstruction services for the remaining sites was approved by the School Board on February 23, 2021. Canaveral has completed the District-wide preconstruction services and has submitted the GMP for the remaining sites in an amount not to exceed $7,522,567.79. Each site was reviewed for current use of existing portables and travel paths to portables to minimize cost. Work is planned at 48 schools (including the pilot sites).  Administration and permitting costs for the pilot projects were previously budgeted.

The 2014 sales surtax program allocated $5.7 million for the canopy covered walkway project through the Attachment F (Sales Surtax Funded Detail Report) budgets. At its February 2021 meeting, Independent Citizens Oversight Committee (ICOC) recommended an additional allocation of $3.5 million from the 2014 sales surtax revenue over the $198 million program target for the canopy covered walkway project. The School Board approved the allocation at its March 9, 2021 meeting. Not all of the additional allocation will be needed. The unused allocation can be reallocated to other projects through ICOC review. 

Board approval is required for purchase orders over $50,000. The standard agreement template has been used, which does not require legal review.





Approve the construction budget in the amount of $7,522,567.79 for the District-wide canopy covered walkways project.

Approve the Guaranteed Maximum Price (GMP) submitted by Canaveral Construction, Inc. in an amount not to exceed $7,522,567.79 for the District-wide canopy covered walkways project.
