The sales surtax facility renewal project at Titusville High School was completed during summer 2020. The project included HVAC, controls, electrical, building envelope renewal and classroom technology infrastructure but did not include any work on the central energy plant. Central energy plant renewal was noted in the facility assessment and corroborated by staff. In addition, the school experienced several failures during the first several weeks of school. In August, the Independent Citizens Oversight Committee recommended allocation of up to $1,767,400 from the 2014 sales surtax revenue over the $198 million program target for renewal of the central energy plant and HVAC water circulation piping. The School Board approved the allocation in November 2020 along with the approval of the design services.

DDC Engineering, Inc. has completed the design under their continuing contract for mechanical, electrical, plumbing and fire protection (MEP) engineering services. The recommended project scope includes relocation and replacement of the cooling towers and replacement of two chillers.   The enhanced scope of work was discussed with the Independent Citizens Oversight Committee on February 17, 2021. An additional $500,000 allocation was recommended from the 2014 sales surtax revenue over the $198 million program target for the chiller replacements and for additional HVAC component replacements that are not part of this project. 

Ivey's Construction, Inc. has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $1,920,500 for the renewal of the central energy plant  including relocation and replacement of the cooling towers and replacement of two chillers under their continuing contract for construction management services.  Additional administration and permitting costs are estimated at $10,000.

Board approval is required for purchase orders over $50,000.The standard form of the agreement was used which does not require legal review. 

 

Recommendation

Approve the Guaranteed Maximum Price (GMP) submitted by Ivey's Construction, Inc. in an amount not to exceed $1,920,500 for the renewal of the central energy plant  including relocation and replacement of the cooling towers and replacement of two chillers under their continuing contract for construction management services.

Approve the budget for additional administration and permitting costs at $10,000.

Approve the additional allocation of $500,000 in sales surtax revenue over $198 million program target for central energy plant and HVAC renewal at Titusville High School.
