The School Board discussed priority capital projects at its workshop on May 26, 2020. At that time, the Board included funding for completing the high school air conditioning projects at Eau Gallie and Rockledge and designing the middle school locker room air conditioning projects at seven middle schools (DeLaura, Hoover, Jackson, Jefferson, Johnson, Kennedy and Roosevelt). These are the last schools remaining with no locker room air conditioning. The designs are complete and construction pricing has been submitted. 

Since these projects are an unfunded priority of the School Board (based on the May 26, 2020 workshop) and capital budget is available, staff is recommending approval of the construction contracts so the work can get started as soon as possible, rather than waiting through the capital allocation cycle. The total construction cost for all seven schools is $1,278,538 utilizing two construction managers. Administration and permitting costs are estimated at $20,000.  Funding is recommended through transferring unused budget/funds from energy conservation capital projects ($311,866.11) and through capital allocated to Facilities Services. Usually, by February, the Facilities capital budget has been challenged with numerous unanticipated air conditioning repair and renewal projects. This year, the Facilities capital budget can comfortably support the middle school locker room air conditioning project because the sales surtax and capital investments in air conditioning over the past six years has reduced unanticipated HVAC failures. The energy conservation capital projects were an LED lighting pilot project and lightning protection/power filters to reduce HVAC equipment failures due to power fluctuations.  The LED lighting project was initiated at a few priority schools, but is now funded through sales surtax renewal. The power quality project was implemented at two schools at a lower than anticipated cost. Also, the frequency of failures affecting the learning environment caused by power quality fluctuations has reduced considerably with newer equipment, earlier chiller start times and more proactive monitoring by the Maintenance team . Consequently, it is recommended to reallocate the remaining energy conservation capital resources ($311,866.11) to the middle school locker room air conditioning project, since all seven sites are ready for construction.  

Wharton Smith, Inc. has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $835,114 under their continuing contract for construction management services, based on designs by DDC, Inc and TLC Engineering Solutions under their continuing contract for mechanical, electrical, plumbing and fire protection engineering services. Wharton Smith's projects include DeLaura, Hoover, Jefferson and Johnson Middle Schools. 

Ivey's Construction, Inc. has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $443,424 under their continuing contract for construction management services, based on designs by DDC, Inc. a under their continuing contract for mechanical, electrical, plumbing and fire protection engineering services. Ivey's projects include Kennedy, Jackson and Roosevelt Middle Schools.

Board approval is required for purchase orders over $50,000. The standard agreement template has been used, which does not require legal review.

Recommendation

Approve the total project construction budget in the amount of $1,298,538 for seven middle school locker room air conditioning projects.

Approve the capital budget reallocation from energy conservation capital projects to the middle school locker room air conditioning projects ($311,866.11)

Approve the Guaranteed Maximum Price submitted by Wharton Smith, Inc. an amount not to exceed $835,114 for the middle school locker room air conditioning projects at DeLaura, Hoover, Jefferson and Johnson Middle Schools. 

Approve the Guaranteed Maximum Price submitted by Ivey's Construction, Inc. an amount not to exceed $443,424 for the middle school locker room air conditioning projects at Kennedy, Jackson and Roosevelt Middle Schools.
