The School Board awarded RFQ 22-270-Q-DR to Schenkel Shultz Architecture for a middle school prototype architectural design that is being used for the proposed middle school in the Viera area at the April 12, 2022 School Board meeting. The School Board awarded RFQ 22-697-Q-DR to Wharton-Smith, Inc. for construction management services for the new middle school at the June 28, 2022 School Board meeting. The School Board approved the early works Guaranteed Maximum Price in the amount of $8,052,615 for initial site work and procurement of structural steel, roofing materials, HVAC equipment and electrical switchgear at the December 13, 2022 School Board meeting. 

Wharton-Smith, Inc. has submitted a Guaranteed Maximum Price (GMP) for the balance of the project in an amount not to exceed $40,837,535. This brings the total GMP under the Wharton Smith contract to $48,890,150, which is consistent with the estimate (without cost escalation) provided by Wharton Smith based on the 60% design documents in November 2022. Costs for technology, fixtures, furniture & equipment are outside of the Wharton Smith contract and estimated at $2.5 million. The District will be credited for any overlapping general conditions between the early works GMP and the full GMP when the early works GMP is closed. 

The project is funded through educational impact fees, previously budgeted capital and a short term line of credit (approved by the School Board on December 13, 2022) that will be repaid through impact fees. Some of the off-site traffic improvements (approximately $1 million) may be funded through local option gas tax rebate which will reduce the need for the line of credit. Administration and permitting costs have been previously budgeted.

The project is under construction and is scheduled to open August 2024. Operational budgeting needs will be included in the FY 23-24 budget cycle.

Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review. 

Approve the construction budget and the the Guaranteed Maximum Price submitted by Wharton-Smith, Inc. (RFQ 22-697-Q-DR) in an amount not to exceed $40,837,535 for construction of the new middle school.
