The 2014 sales surtax program included $5.7 million to construct canopies over the walkways to and among portable classrooms. The plan developed in 2014 included covered walkways to 211 classroom portables at 45 schools. Currently, the District has 259 classroom portables at 53 schools (including South Pine Grove).

The District issued a Request for Qualifications (RFQ 20-447-Q-DR) for the project and the project was awarded to Canaveral Construction, Co., Inc. (Canaveral) at the March 10, 2020 Board meeting. 

Based on our experience with the District-wide security project, Canaveral and District staff have been working on a pilot preconstruction services project for two schools (Endeavour Elementary and Cocoa High) in order to better assess the level of effort that will be required for the design work, as well as estimate the total cost for construction of the District-wide project. Canaveral has completed the preconstruction services for the pilot project, which included scope adjustments in collaboration with the Principals to reduce cost.

The pilot project has allowed the District team and Canaveral to determine the appropriate level of effort for design and permitting, which has substantially reduced the design costs for the District-wide project. The preconstruction services proposal for the District-wide project was approved by the Board on February 23, 2021. 

Canaveral has submitted the Guaranteed Maximum Price (GMP) for the construction of the canopy covered walkways at the pilot project schools - Endeavour Elementary and Cocoa High - in an amount not to exceed $572,007.71. The cost breakdown is $168,788.53 at Endeavour Elementary and $403,219.18 at Cocoa High. Administration and permitting costs for the pilot projects were previously budgeted.

The estimated rough order of magnitude construction cost for the District-wide project is $8.5 to $9 million. At its February 2021 meeting, Independent Citizens Oversight Committee recommended an additional allocation of $3.5 million from the 2014 sales surtax revenue over the $198 million program target for the canopy covered walkway project. School Board consideration of this allocation is scheduled for March 9, 2021. 

Board approval is required for purchase orders over $50,000. The standard agreement template has been used, which does not require legal review.

Approve the construction budget in the amount of $572,007.71 for the construction of the canopy covered walkways at Endeavour Elementary and Cocoa High.
