The sales surtax renewal program at Pinewood Elementary School includes resources in year 1 for additional HVAC work. In preparation for summer construction, Planning & Project Management engaged Cape Design Engineering Company for the design under their continuing contract for mechanical, electrical, plumbing and fire protection (MEP) engineering services. Heard Construction, Inc. was engaged for preconstruction services (subcontractor bidding and development of the Guaranteed Maximum Price (GMP)) under their contract for construction management services. 

During the site visit, it was noted that the canopy over the play area had considerable corrosion and should be evaluated. Cape Design Engineering Company recommended replacement of the structure as repair to its pre-damaged condition would not comply with the 2020 Florida Building Code. As a result this project is included as part of the planned summer construction project. Because of the 12 week lead time for the metal building, Heard Construction, Inc. proposed an "early works" GMP to procure the metal building. The early works GMP was approved by the Board on February 23, 2021. 

Another aspect of the project is the renovation of the open classrooms in Building 1. The Independent Citizens Oversight Committee conceptually approved this addition to the sales surtax renewal plan at their August 19, 2020 meeting. Also included in the project is the classroom LED lighting.  Funding for classroom LED lighting is included in year 2 of the sales surtax renewal plan. However, because the HVAC project involves extensive ceiling work, it is more cost effective to address the walls and the LED lighting concurrently. 

Heard submitted the Guaranteed Maximum Price for the project in an amount not to exceed $1,408,093.97 under their continuing contract for construction management services based on design by Cape Design Engineering under their continuing contract for mechanical, electrical, plumbing and fire protection engineering services. Administration and permitting have been previously budgeted.

The project will be funded through a combination of capital, 2014 sales surtax and 2020 sales surtax renewal. The approximate breakdown is as follows:

The project was considered and approved for supplemental sales surtax funding (estimated $600,000)  by the Independent Citizens Oversight Committee at their February 17, 2021 meeting. School Board consideration of the allocation is scheduled for March 9, 2021. 

Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review.
