The 2020 sales surtax renewal plan includes funding for track renewal at several high schools, including Viera High School. In addition, the 2021 capital plan includes the initial phase of funding for track rubberization at several high schools. The renewal and rubberization projects will be phased over multiple years.

The first phase of the track rubberization project is intended to be concurrent with the track resurfacing projects, as the condition of the underlying track surface affects the longevity of the rubberization project. Five of these projects are under construction. The Board approved the allocation of $1.5 million for the first phase of the rubberization. These funds have all been allocated. The projects at Viera, Astronaut and Merritt Island High Schools have been designed and are ready for construction. The projects at Astronaut and Merritt Island High Schools are renewal of an existing rubberized track. The sales surtax Independent Citizens Oversight Committee will consider allocation of 2020 sales surtax funds at its meeting on April 20 to fully fund these projects since both are renewal of existing rubberized tracks. The Viera High School track includes the renewal of the underlying track (2020 sales surtax) and rubberization (FY 22-23 proposed capital plan). The Board will review the proposed FY 22-23 capital plan at the March 22, 2022 workshop. 

Wharton Smith, Inc. has submitted Guaranteed Maximum Price (GMP)proposals for Viera, Astronaut and Merritt Island track renewal and rubberization projects, which results in economies of scale and lower fee. Board approval is requested now for the Viera High track first in order to allow Wharton Smith, Inc. to enter into a contract with the track subcontractor which will hold the schedule for all three track projects through the summer and fall. The GMP for Astronaut and Merritt Island High Schools will be considered at the Board's April 26, 2022 meeting which will follow the ICOC meeting on April 20. 

Wharton Smith, Inc. has submitted a Guaranteed Maximum Price, under their continuing contract for construction management services, for the Viera High School track renewal & rubberization project in an amount not to exceed $561,573.  Additive alternates funded by others include up to $90,000 for the track project. Design, preconstruction, permitting and administrative costs have been previously budgeted through FY 21 capital in order to complete the design and preconstruction phases so construction could start this spring/summer. FY 22 facility renewal capital is available to advance-fund the project until FY 22 capital becomes available. 

The Viera High School track project was designed by Allen Engineering, Inc. under their continuing contract for civil engineering services. 

Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review.

Approve the District-funded construction budget for the Viera High School track project in the amount of $561,573.

Approve the Guaranteed Maximum Price submitted by Wharton Smith, Inc. under their continuing contract for construction management services, for the Viera High School track renewal & rubberization project in an amount not to exceed $561,573.

Approve the additive alternates outlined in the Guaranteed Maximum Price proposal up to $90,000 for as funded by others.
