The School Board approved a Guaranteed Maximum Price (GMP) submitted by Wharton Smith, Inc. for construction management services for facility renewal at Saturn Elementary School on April 27, 2021. The scope of work primarily included domestic water system renewal, sanitary sewer system renewal, student group restroom renovation and site drainage and parking modifications. An owner-directed change order, in the amount of $30,891.93, was administratively approved for renovations to the serving line area. This change order was funded by Food and Nutrition Services. 

The facility renewal project also included a change order for a prototype classroom renovation (in 2 classrooms) that would serve as a model for future upgrades to outdated classrooms. The scope of work, reflected in owner-directed change order #2, included replacing the accordion-style wall assembly with framed walls, adding LED lighting fixtures, replacing the flooring and relocating the data cabling.  

The Independent Citizens Oversight Committee recommended reallocation of 2020 surtax funds from the sanitary sewer project to the classroom renewal project at their October 20, 2021 meeting.  The Board approved the Guaranteed Maximum Price (GMP) submitted by Wharton Smith, Inc., under their continuing contract for construction management services, for the renovation of an additional 16 classrooms at the November 16, 2021 Board meeting.

Wharton Smith has indicated they can complete all classrooms before school starts in August 2022 and submitted an owner-directed change order in an amount not to exceed $304,682 to complete the project. Additional administration and permitting costs are estimated at $12,000. The ICOC recommended approval of an additional allocation of up to $450,000 from the 2020 sales surtax revenue for the project at their February 16, 2022 meeting.

Board approval is required for purchase orders over $50,000.  The standard agreement template has been used which does not require legal review. 

Recommendation

Approve the additional construction budget to complete the classroom renovation project at Saturn Elementary School in the amount of $316,682.

Approve the owner-directed change order submitted by Wharton Smith, Inc. in an amount not to exceed $304,682 for construction management services to complete the classroom renovation project at Saturn Elementary School. 

Approve the additional allocation of up to $325,000 of 2020 sales surtax revenue to complete the Saturn Elementary classroom renovation project.
