The School Board awarded a design build contract to Wharton Smith, Inc. in October 2016 for District school security following a competitive selection process (RFP #17-P-029-DR). Several aspects of the school security program have been completed and a few remain in progress. The original termination date was March 31, 2019. The Board approved a contract time extension to December 31, 2020 at their October 9, 2018 meeting.

The Guaranteed Maximum Price (GMP) for a portion of Cluster C was approved by the Board on December 17, 2019, based on the resources available at the time. The completion of Cluster C will be funded with a combination of existing resources and the FY 20/21 capital plan. Because the Wharton Smith team has done the design, preconstruction and the initial phase of Cluster C, it is in the District's best interest to complete the Cluster C project (estimated at $2.6 million remaining) through Wharton Smith. Amendment #2 is proposed to extend the contract term through December 31, 2021.

Staff discussed the contract extension with legal counsel and procurement. The recommendation is to extend the contract time for the purpose of completing already planned security work (primarily Cluster C). Any new security work would fall under a future solicitation.
