The District issued a Request for Qualifications (RFQ 22-713-Q-DR) for construction management services for the South Lake Elementary School classroom addition project (8 classrooms, utilizing Space Coast Architects, P.A. prototype) . Nine firms submitted. Six firms were shortlisted, but two firms withdrew. Four firms were interviewed and ranked as follows:

1. Heard Construction, Inc. 
2. D&A Construction Group, Inc.
3. H.J. High Construction
4. Kinley FL, LLC

The Selection Committee recommends that the Board award the construction management contract (RFQ 22-713-Q-DR) to Heard Construction, Inc. as the top-ranked firm.

Heard Construction, Inc. has submitted a preconstruction services proposal in the amount not to exceed $39,509.03. The scope of work includes coordination and collaboration with the District staff and the design team (Space Coast Architects, P.A.), subcontractor bidding and development of the Guaranteed Maximum Price.

The requested action is to approve the recommended award, authorize the execution of the contract and approve the preconstruction services proposal. Future Board actions will consider the Guaranteed Maximum Price for construction services. The project is funded through educational impact fees. Administration and permitting costs were previously budgeted.

The standard form of the agreement has been used which does not require legal review.
