The Educational Services Facility (ESF) is approximately 30 years old with deteriorating infrastructure. Significant upgrades have already been made to the HVAC, electrical and security systems.

The courtyard drainage systems are failing and are undersized to handle sequential heavy rains. Significant building flooding occurred in August and September of 2022. Allen Engineering, Inc., under their continuing contract for civil engineering services, has recommended upsizing the courtyard catch basins, upsizing connecting stormwater pipes and replacing the rocks with pervious turf. This will create more capacity in the drainage system to handle heavier storm events. Because of the location of the work (interior courtyards), most of the work will be done by hand and will require intermittent closures of some routes through the courtyards. Staff will be coordinating maintenance of pedestrian traffic throughout the project. Work is scheduled to start July 1 to take advantage of lower utilization of the building through the holiday week and remainder of the summer.

In addition the colonnades (canopy roof systems) entering ESF are failing and need to be replaced. The design for this work was prepared by A/R/C Associates, Inc. under their continuing contract for roof and building envelope design services. 

Heard Construction, Inc. had submitted a Guaranteed Maximum Price proposal in an amount not to exceed $938,056.04 under their continuing contract for construction management services based on the above-referenced designs. Administration and permitting costs are estimated at $15,000.

The project was proposed in the FY 24 capital plan and will be advance-funded using prior years' capital project funding that can be temporarily used until FY 24 capital is available. Some prior year capital projects are still under development, such as the new transportation facility, and are not expected to need their budgeted capital allocation before the FY 24 capital funds are received. The project expenses will be charged to the FY 24 project which will release the prior years' funds used to issue the purchase order.

Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review. 



Approve the total project construction budget in the amount of $953,056.04 for the ESF courtyard drainage and colonnade renewal project.

Approve the Guaranteed Maximum Price submitted by Heard Construction, Inc. in an amount not to exceed $938,056.04 under their continuing contract for construction management services for the ESF courtyard drainage and colonnade renewal project. 

Approve use of prior year programmed capital funds until the FY 24 capital funds are received.
