The Educational Plant Survey (EPS) is defined in Florida Statute 1013.31 as "a systematic study of present educational and ancillary plants and the determination of future needs to provide an appropriate educational program and services for each student based on the projected capital outlay FTE's approved by the Florida Department of Education."

The EPS contains all of the proposed facility improvements that have been approved by the Florida Department of Education (FDOE). It is also the basis of the School District's annual Five-Year Facilities Work Program. The EPS must be updated and submitted to the FDOE for approval every five years at a minimum. The current EPS includes the original version, Survey 5, Version 1 (approved by the School Board on May 22, 2018), and two spot surveys, Versions 2 (approved July 13, 2021) and 3 (approved September 8, 2022).

New Capacity

The Survey does not include the New Middle School or classroom additions at West Melbourne School for Science, South Lake Elementary School, and Viera High School that are fully funded with allocated educational impact fees per Florida Statute 1013.31(1)(a) which states that a survey recommendation is not required when a district uses locally sourced funding.  The FDOE concurs with approval of an Aquaculture Lab at Cocoa Beach Jr./Sr. High School as a special-purpose program included in this survey's facility lists as an "agriculture exploration lab".  An eight (8) classroom addition at MILA Elementary was deemed approvable by FDOE and is included in the Survey. The EPS includes the new cafetorium at Mims Elementary to increase dining capacity to accommodate the student classroom capacity. 

Vacant Land and Unused Facilities

This EPS includes three vacant parcels of land not associated with any FISH Facilities (noted on page 119) that the School Board previously declared as unnecessary and/or unsuitable for educational or ancillary purposes pursuant to 1013.28 (1)(a) F.S. and determined that it is in the best interest of the district and the public to dispose of these parcels (approved in Survey 5.1). 

Removal of the pool maintenance buildings at Madison Middle and Jackson Middle Schools as previously approved in Spot Survey 5.2 and partial removal of the pool and pool building (building 9) at MILA Elementary as previously approved in Spot Survey 5.3 are included in this survey.

New Central Area Transportation and Maintenance Facility

This Survey contains the provisions to implement the capital project that replace and relocate the transportation/maintenance facilities at the Satellite Bus Compound, Mid-South Area Support Services, and Old Creel Bus Compound which were approved in Spot Survey 5.3. 

Use Changes

This EPS includes the following changes of use at existing facilities:

Cuyler: Ancillary to Leased to another entity

Satellite Bus: Ancillary to Ancillary not recommended for continued use.

South Lake Elementary: School Conditionally recommended for continued use to School recommended for continued use.

The Florida Department of Education Office of Educational Facilities (FLDOE OEF) has indicated that they approve this recommendation.
