July 30, 2020 School Board Meeting and Tentative Budget Hearing

BPS continues to modify its meeting protocols in response to the COVID-19 pandemic emergency. Up to thirty seats, in addition to Board and staff, will be available to interested community members and media. There will be an online registration process in order to facilitate attendees. Seats will be allocated in the order of registration The registration link will be posted on www.brevardschools.org from Monday, July 27, 2020 at 8:00 a.m., through Wednesday, July 29, 2020 at 8 a.m. Registrants will be contacted by email on Wednesday, July 29, 2020 with their registration number and whether a seat will be available. Registrants must arrive in the lobby of ESF between 5:00 - 5:15 p.m. and show ID to receive their seat assignment. Persons wishing to speak who are not pre-registered must register in-person by 5:30 p.m. and then will be added to the speakers list prior to the meeting. If you wish to speak and do not have a seat, you will be waiting outside and called/escorted to (and from) the meeting room.  Those persons attending the Board meeting in person will be expected to wear a face covering.

Public comments may also be made through recording and advance registration is required. The registration link will be posted on www.brevardschools.org from Monday, July 27, 2020 at 8:00 a.m., through Wednesday, July 29, 2020 at 8 a.m. Registered participants will be called Wednesday, July 29, beginning at 5:30 p.m. and recorded comments will be played during the appropriate portions of the meeting and tentative budget hearing.

The meeting will be live streamed through normal viewing channels so that everyone has access to the meeting in real time.

The School Board meet for its regular meeting and Tentative Budget Hearing on Thursday, July 30, 2020 at 5:30 p.m. at the Educational Services Center.  Notice of the meeting was advertised on July 23, 2020, with a correction on August 4, 2020 in the Florida Today newspaper.  Affidavits of publication are available in the Board Office.

The Board held a moment of silent reflection in memory of three BPS family members who had passed away:  Niang Kiim, a senior from Merritt Island High School, Edward Stoltenberg, a head custodian from Astronaut High School and Robert Kennedy, a bus driver from Transportation Services.

Board members and Dr. Mullins recognized faculty, staff, students and community members for the positive impact each made to Brevard Public Schools.

 

Ms. Descovich thanked the City of Satellite Beach. Present were Courtney Barker, the City Manager of Satellite Beach and Assistant City Manager Liz Alward to speak to the Interlocal Agreement between the  City of Satellite Beach and the School Board.  Ms. Barker said they were very proud and worked hard for the last year to get this all together.  It is a lot cheaper and easier to do things together.  The district was able to provide some vacant land and the City of Satellite will provide some maintenance as well as build batting cages and basketball courts.  The whole community will benefit from this partnership.

Ms. Descovich clarified that the positivity rate for Brevard is 6.6% instead of the higher numbers reported by some of the public speakers. Ms. Campbell wants to make sure accurate information.  She clarified that there was not an "outbreak at Bayside High as suggested by one of the speakers."  An attendee to the Bayside graduation tested positive, but there was not an outbreak. She also mentioned to Mr. Colucci, that Board members watch the negotiations.  They are not supposed to attend in person as active participants.  She said that Mr. Kilgallin challenged them to be innovative; however, she said there is not one person in the organization who will be doing things the same way. Big changes have been made in a short amount of time.  We have an amazing staff who have done an amazing job.  They deserve a lot of credit.

Approve the amendment of the language in the Reopening Schools 2020-2021 Plan approved at the July 14, 2020 School Board meeting revising the language from ";When social distancing cannot be adhered to, it is expected that students and staff wear a face covering. The student dress code applies to face coverings and only the nose and mouth should be covered, not the full face,"; to ";When social distancing cannot be adhered to, it is required that students, staff, visitors, and vendors wear a face covering with certain approved exceptions."; The student dress code applies to face coverings and only the nose and mouth should be covered, not the full face. This requirement should be implemented into the Student Codes of Conduct and into the Board Polices through emergency rule-making procedures to meet the start of school followed by standard rule-making implementation.

Cindy Lesinski, Chief Financial Officer provided the Board with a presentation and overview of the public hearing agenda which included:

Chairman Belford opened up the hearing for public comments at 7:16 p.m. and explained that they would, in accordance with Florida Law, accept the speakers in the following order: the 2020-2021 Proposed Millage Levy followed by the 2020-2021 Tentative Budget.  

 

Chairman Belford asked if there was any individual that would like to address the Board on the 2020-2021 Proposed Millage Levy.

There were no speakers present in person.  Kathy West had signed up to record comments under the Proposed Millage Levy.  She spoke about substitute pay.

Chairman Belford asked if there were any speakers who wished to address the Board on the 2020-2021 Tentative Budget.  There were no speakers present and there were no speakers who had recorded comments.

Dr. Mullins asked for Robin Novelli, Chief Operating Officer, to provide an update on hurricane preparations and for Stephanie Soliven, assistant superintendent of Secondary Leading and Learning to present an overview of the CARES Act grant, its current status and next steps.
