The School Board approved the Guaranteed Maximum Price submitted by Canaveral Construction Co., Inc. in February 2022 for the replacement of the 1978 elevator in Building 16 at Palm Bay Magnet High School.  The project included taking this elevator out of service and providing a new elevator in Building 11 that will better serve students, both functionally and more safely.  

Prior to construction of the new elevator, it was determined that there were numerous underground conflicts in the vicinity of the proposed elevator location including fiber, electrical, sanitary sewer, water and column footings. Rather than starting construction in this location, the engineer, contractor, facilities team and the site administrative team considered several alternative locations. The recommended alternative location has no underground conflicts, but does require construction of a short piece of elevated walkway and canopy in order to connect the elevator to the building. This location also requires a longer electrical run and additional electrical equipment.  

Construction was started in this location in order to finish all exterior work before students return in August. The current elevator will remain in service until the new elevator is complete in September 2022.

Canaveral Construction Co., Inc. has submitted an owner-directed change order in the amount of $156,468.16 for the differential cost of changing the elevator location. The major cost components are the elevated covered walkway and the increased electrical scope. The construction drawings for the new location were designed by the engineer of record, Construction Engineering Group under their continuing contract for mechanical, electrical, plumbing and fire protection engineering services, with Tsark Architecture LLC as a primary subconsultant. The change order will be funded through facility renewal capital. 

Board approval is required for purchase orders over $50,000. The standard form of the change order has been used which does not require legal review. 

Recommendation

Approve the owner-directed Change Order 1 to the elevator renewal project at Palm Bay Magnet High School in the amount of $156,468.16 to relocate the elevator, with 44 additional contract days.
