July 21, 2020 Board Workshop (Board Budget) Rescheduled from July 14, 2020

Meeting processes continue to be modified in response to the COVID-19 pandemic emergency. There will be no public attendance. However, the meeting will be live streamed on Spectrum Channel 496 and the District's YouTube site as well as recorded for public viewing.  


The School Board of Brevard County met in a Board Workshop on Tuesday, July 21, 2020.  The workshop was originally scheduled to be held on Tuesday, July 14, 2020.  However, due to the length of time of the regular meeting on July 14, 2020, it was determined to reschedule the workshop.  Notice of the workshop was advertised in the Thursday, July 2, 2020 edition of The Eagle and the rescheduled meeting was advertised in the Monday, July 17, 2020 edition of Florida Today. Affidavits of publication are held in the Board office.

4. Board Budget

Board members had questions on the Board budget (Department 9000).  Each had been provided a projected budget for 20-21 with some history of previous years.  Ms. Descovich stated that they had given direction at a board workshop the previous year to alot funds to allow Board members the flexibility to join both Florida School Boards Association (FSBA) and the Florida Coalition of School Board Members (FCSBM). That direction was not effectively communicated to the current budgeting staff and did not take place. There was also conversation about utilization of funds. Ms. Lesinski said that from here on out, the board budget would be sent to each member, on a monthly basis.  Additionally, Chairman Belford suggested that they review the Board budget during regularly scheduled Board check-in workshops.


After further discussion, it was determined that the $25,000 allocated to dues and fees would be divided equally among the five board members. Board memberships (FSBA dues) will come out  of each individual allocation of $5,000. If dollars are left after payment of memberships, then it may be allocated to communications, postage, printing, etc.  Mr. Susin questioned whether or not the dollars that had not been utilized during 2019-2020 could still be expended for communications purposes.  Ms. Belford said that was certainly open for discussion, however, she felt that they knew they were in for a very difficult year and if those dollars can go to support a multitude of expenditures we have coming up.  Mr. Susin agreed.


Mr. Susin then asked General Counsel Gibbs whether or not it would be permissible for a business partner to sponsor Board member communications.   It was clarified that it could be for a Board newsletter/communication; not for an individual Board member.  It would have to be something that the Board determined as an organization, not individually. A contribution to the organization is not prohibited; however, individually is not permitted. It will need to be a tool representative of the entire Board.  


Ms. Campbell reminded the Board of a conversation at a previous Board workshop surrounding professional development for the Board as a whole.  It may be that each member contributes a portion of his or her funds to secure a training.
