Florida Statute 1007.271 requires a school board and college to enter into an inter-institutional articulation agreement to provide dual enrollment opportunities for eligible high school students.  The articulation agreement must be approved and submitted to the Florida Department of Education by August 1, 2020.

It is proposed that the School Board of Brevard County (SBBC) enter into a 1-year Dual Enrollment Articulation Agreement (for the 2020-2021 school year) with the District Board of Trustees for Eastern Florida State College (EFSC). The list of changes below highlights modifications made to the 2019-2020 agreement that are included in the proposed articulation agreement for 2020-2021.

Changes to the 2019-2020 Articulation Agreement between the SBBC and EFSC that are included in the proposed 2020-2021 Articulation Agreement:

ADDITIONS

ESFC will award an associates degree to qualifying high school students in the same semester that SBBC awards the high school diploma. (page 3)

EFSC will award a college credit certificate to qualifying high school students in the same semester that the SBBC awards the high school diploma.  (Page 3) 

REMOVAL

...unless the student has completed the associates degree and been accepted into a BAS program at EFSC.  No more than a total of two 3,000+ level courses from within the selected BAS program of study may be taken through dual enrollment provided the student meets the dual enrollment eligibility.  Students may not register for a 3,000+ level course until the associates degree has been awarded. (page 4 - Students no longer allowed to take any 3,000+ level courses because associates degrees are awarded at the same time as high school diplomas.)

Based on previous dual enrollment tuition costs (Spring and Fall 2019), it is estimated that funding in the amount of $3,400,000.00 will be needed for payment of dual enrollment tuition costs for FY21.

Based on previous dual enrollment textbook costs (Spring and Fall 2019), it is estimated that funding in the amount of $882,200.00 will be needed for payment of dual enrollment textbook costs for FY21.  These amounts may vary based on the number of students that register for dual enrollment courses.

A copy of the proposed Dual Enrollment Articulation Agreement for 2020-2021 and exhibits are attached below for your review.

Recommendation

Approve the attached articulation agreement with EFSC.
