Mims Elementary School has a factored capacity of 725 students. This includes a building addition that opened in 2007 with 193 student station. The building addition was financed with debt service partially paid through educational facilities impact fees.  In order to fully utilize the student stations, it is necessary to expand the capability of the cafeteria. Because of the current location of the cafeteria, it is not feasible to modify the existing cafeteria. The proposed project will construct a new cafeteria, renovate the existing cafeteria for educational purposes and modify the parent loop configuration.

The project has been included in the District's Five Year Work Program and was presented to the School Board at its December 15, 2020 workshop. Originally intended to be funded with educational impact fees, the project is being funded with capital because of the uncertainty of using educational facilities impact fees for ancillary facilities to support student stations that are not concurrently constructed. The Educational Facilities Impact Fees that would have been used for the Mims cafetorium were reallocated to debt service, which freed a corresponding amount of capital to use for the  project.

The District issued a Request for Qualifications for design services for the project (RFQ 21-363-A-DR). Three firms were shortlisted, interviewed and ranked as follows:

  1. BRPH Architects Engineers, Inc.
  2. Architects RZK Inc.
  3. Donadio & Associates, Architects, P.A.

The Selection Committee recommends that the Board authorize the design contract with BRPH Architects Engineers, Inc. as the top-ranked firm.

Under the direction of the Procurement and Distribution Services team, staff negotiated a contract with the top-ranked firm for design services including stakeholder engagement at the beginning of the project through construction administration in the lump sum amount of $295,000 with a not-to-exceed amount of $5,000 for approved reimbursable expenses, such as printing plans and specifications for bidders. Administration and permitting costs for this phase have been previously budgeted.

Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review. 




Approve the execution of the design services contract with BRPH Architects Engineers, Inc. for RFQ 21-363-Q-Dr for the Mims Elementary School cafetorium project. 

Approve the proposal submitted by BRPH Architects Engineers, Inc. in the lump sum amount of $295,000 with a not-to-exceed amount of $5,000 for approved reimbursable expenses for the design of the Mims Elementary School cafetorium project.
