Educational Plant Survey Revision

The Educational Plant Survey (EPS) is defined in Florida Statute 1013.31 as “a systematic study of present educational and ancillary plants and the determination of future needs to provide an appropriate educational program and services for each student based on the projected capital outlay FTE’s approved by the Florida Department of Education.”
The EPS contains all of the proposed facility improvements that have been approved by the Florida Department of Education (FLDOE). It is also the basis of the School District’s annual Five-Year Facilities Work Program.
The EPS must be updated and submitted to the FLDOE for approval every five years at minimum. The current EPS, Survey 5-Version 1 was approved by the School Board on December 12, 2017 and was approved by FLDOE on May 23, 2018. Intermediate revisions, called “spot surveys” may be submitted at any time in order to obtain FLDOE approval for desired changes.
South Area Head Start
The district owns the South Area Head Start property, located at 1430 Knecht Road NE, Palm Bay, subject to a Notice of Federal Interest of the Department of Health and Human Services (HHS) for a grant to operate the Head Start Program at the facility. Due to the limited enrollment and condition of the facility, the district did not use the facility for the 2020-2021 school year and has contacted HHS about disposition of the property. HHS is working with another award to transfer the property to. Upon approval of the grant transfer, the district would transfer ownership of the property without compensation.
The purpose of this revision to the EPS is to obtain approval from the FLDOE for the transfer of the South Area Head Start facility to another HHS grant entity. In the EPS, the following recommendation has been added to South Area Head Start:
“Per Florida Statutes 1013.28 this board has declared this site as unnecessary for educational purposes. The district did not use this site in 2020-2021 school term. The school district will be deeding this property, upon approval of the grant transfer by Department of Health and Human Services, to The Children’s Home Society of Florida. The district will transfer ownership of the property without compensation. Once the deed is transferred to The Children’s Home Society of Florida, a copy will be provided to FLDOE/OEF and the property will be removed from FISH.”
Note the Palm Bay Elementary School is included in this amendment only because 36 students were moved to this school, requiring a change to the Capital Outlay Full Time Equilvalent (COFTE) Table.
Madison Middle School and Jackson Middle School Pool Maintenance Buildings
The pool maintenance buildings at Madison Middle and Jackson Middle schools have not been used in some time and their condition is deteriorating. We would like to demolish these buildings. The first step in this process is to amend the district's EPS to declare that the buildings are no longer necessary for educational purposes and recommend the buildings to be demolished.
