A recent state audit identified Exceptional Student Education certified teachers teaching high school level ACCESS courses under the Middle Grades Integrated Curriculum certification as out-of-field. F.A.C. 6A-1.0503(2)(c) allows for district school board policy to outline a plan for teachers to demonstrate sufficient subject matter expertise to be considered in-field. Therefore, Administrative Procedure 3120D has been revised to allow for these teachers to demonstrate subject area mastery to be considered in-field. This was accomplished by adding an option (C) for teachers to be considered in-field. A new form has also been created to demonstrate subject area mastery. The new 3120D form will capture a teacher's subject area expertise by various criteria outlined within the form in order to meet state statute to be considered in-field. Teachers will complete a new form demonstrating their subject area expertise and the school administrator will review and approve it.

Typically, administrative procedures do not come before the Board for approval. F.A.C. 6A-1.0503(2)(c), however, allows for district school boards to approve a method for teachers to demonstrate their subject area expertise other than standard state subject area examinations.

Recommendation

Approval of the Board for ESE teachers who teach ACCESS courses to utilize the new method of demonstrating subject area expertise contained in the Administrative Procedure 3120D. The updated procedure and form are attached.
