The School Board approved the Guaranteed Maximum Price (GMP) submitted by Wharton Smith, Inc. under their continuing contract for construction management services, for the Titusville High School track renewal  project in an amount not to exceed $856,267 at the April 25, 2023 Board meeting. The Board also authorized optional additive alternates that could be funded by the school. The project was designed by Gale Associates, Inc. under their continuing contract for civil engineering services. 

Titusville High School is funding one of the alternates (royal blue exchange zones) and the District is funding two track crossing mats under change order #1 that has been administratively approved. The amount of this change order is $27,241 with no change in contract time. 

The scope of work included in the Guaranteed Maximum Price was only to demo and replace small sections of curb. Alternates were listed in the GMP to demo and replace all of the curbing at a cost of approximately $111,000. The condition of the interior and exterior curbing at the track has been reviewed reconsidered by the staff and the engineer of record. The existing curbs are not at a consistent elevation and reusing this curb would create an undulating effect on the track and would not be ideal for long-term maintenance of the track. The engineer of record and the Facilities team recommend replacing the curb. This is more appropriately a District expense. 

Wharton Smith has worked with the subcontractor to reprice the curb demolition and replacement. The proposed owner-directed change order for the project is $99,953 and changes the substantial completion date to March 1, 2024, an increase of 184 days. The schedule change is at the school's request to start work after football season. 

The project is included in the FY 24 capital plan and will be advance-funded using prior years' capital project funding that can be temporarily used until FY 24 capital is available. Some prior year capital projects are still under development, such as the new transportation facility, and are not expected to need their budgeted capital allocation before the FY 24 capital funds are received. The project expenses will be charged to the FY 24 project which will release the prior years' funds used to issue the purchase order. 

Board approval is required for change orders over 10% of the contract price or greater than $50,000. The standard change order form has been used which does not require legal review.



Approve the owner-directed change order #2 to the Titusville High School track project in the amount of $99,953 with 184 additional contract days. 

Approve use of prior years' programmed capital funds until the FY 24 capital funds are received.
