January 28, 2020 - Regular School Board Meeting

The School Board of Brevard County, Florida met for its regular meeting on Tuesday, January 28, 2020 at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, December 26, 2019. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Board members and Dr. Mullins recognized students, staff, community members and program on the positive impact each had on Brevard Public Schools.  Dr. Mullins recognized community leaders Michael Cadore and his wife Cornelia for a donation of $250 for BPS students in transition.  Dr. Mullins also recognized Mr. Cadore for championing the Infinite Scholars programs which has provided over $20 million dollars in scholarships since 2017.

Approve the listed administrative staff recommendations: Accept the position change of Theresa A. Benson from the position of Interim Principal, board approved on May 28, 2019, to the position of Principal at West Melbourne Elementary School for Science, effective on the issuance date of her certification of January 15, 2020. The reclassification of Ivor D. Mitchell from the position of Assistant Principal (10 month) at Cocoa High School to the position of Assistant Principal (12 month) at Cocoa High School, on annual contract, effective January 29, 2020. Annual salary based on grade 24 of the Nonbargaining Salary Administration Program.

Mr. Susin explained that he had met with PreK teachers in Tallahassee who talked to legislators about what is preventing PreK teachers from receiving the same benefits (i.e. retirement) as other teachers. There appeared to be many misconceptions that had no statistical data to back them. He is hoping to see change in the future.

Mr. Susin also mentioned the SIAC (Superintendent's Insurance Advisory Committee) and said the committee feels there needs to be more education inside of schools.  They had also discussed the extreme costs of specialty drugs and were looking for solutions.  There needs to be prioritization of cost before discussing raising rates for employees.

INSTITUTION:  ARTICLE IX - SECTION 1.  Public education. - The education of children is a fundamental value of the people of the State of Florida. It is, therefore, a paramount duty of the state to make adequate provision for the education of all children residing within its borders. Adequate provision shall be made by law for a uniform, efficient, safe, secure, and high quality system of free public schools that allows students to obtain a high quality education and for the establishment, maintenance, and operation of institutions of higher learning and other public education programs that the needs of the people may require.

ADDRESSING THE BOARD:
Individuals or groups may address comments to the School Board at any regular meeting by following established procedures.  The maximum allotted time for a presentation is three (3) minutes.  A speaker's time may not be allocated to others.  Individuals must complete a form located on a table near the east wall of the boardroom.  Thirty minutes will be set aside at the beginning of the meeting for public discussion on non-agenda items.  Up to thirty minutes of public discussion will be allowed for each agenda action item.

NOTE:  If a person decides to appeal any decision made by the Board with regard to any matter considered at this meeting, he/she will need a record of the proceedings and, for such purposes, may need to ensure that a verbatim record of the proceedings is made and that the record includes the testimony and evidence upon which the appeal is to be based.
