Discussion The 2020 Sales Surtax Renewal Plan includes roof renewal at several schools. The District issued a Request for Qualifications (RFQ 21-345-Q-DR) for analysis and design services for roof renewal at Imperial Estates, Apollo and South Lake Elementary Schools. The project was awarded to Gale Associates, Inc. at the April 13, 2021 School Board meeting. The design contract was approved at the January 18, 2022 School Board meeting based on the analysis of the scope of work required. Rush Construction, Inc. has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $3,663,494.71 under their continuing contract for construction management services for the project based on the design by Gale Associates, Inc. at Imperial Estates Elementary School. The scope of work includes removal of the existing roof systems to the decks, installation of new insulation and new roofing systems for Buildings 1, 2, 3, 4 and 10. The scope also includes new roof coatings on Buildings 5-9 and sandblasting and painting Building 9 (canopy) structural steel. HVAC modifications relating to the roof project are included. Note that lightning protection was not included in the design documents (except for Building 9) and will likely be added as an owner-directed change order later in the project. Additional administration and permitting costs are estimated at $10,000. The project is fully budgeted through 2020 Sales Surtax; however, the 2014 Sales Surtax program included $323,279 for facility renewal at Cuyler. Since the District is no longer using this facility, the staff requested and the ICOC concurred to recommend reallocation of these funds to the Imperial Estates roof project. The ICOC will consider reallocating 2020 funds remaining in the Imperial Estates roof project to upcoming roof projects that are expected to be over-budget. Board approval is required for purchase orders over $50,000. The standard agreement template has been used which does not require legal review.

Recommendation Approve the total project construction budget in the amount of $3,673,494.71 for the roof renewal at Imperial Estates Elementary Elementary School. Approve the Guaranteed Maximum Price (GMP) submitted by Rush Construction, Inc. in an amount not to exceed $3,663,494.71 under their continuing contract for construction management services for the roof renewal at Imperial Estates Elementary Elementary School. Approve the reallocation of 2014 Sales Surtax funds designated for Cuyler facility renewal ($323,279) to the Imperial Estates roof renewal project.
