South Lake Elementary School - Construction Management Services - SALES SURTAX RENEWAL

The 2020 Sales Surtax Renewal Plan includes roof renewal at several schools. The District issued a Request for Qualifications (RFQ 21-345-Q-DR) for analysis and design services for roof renewal at Imperial Estates, Apollo and South Lake Elementary Schools. The project was awarded to Gale Associates, Inc. at the April 13, 2021 School Board meeting. The design contract was approved at the January 18, 2022 School Board meeting based on the analysis of the scope of work required.
Heard Construction, Inc. has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $3,285,842.48 under their continuing contract for construction management services for the project based on the design by Gale Associates, Inc. at South Lake Elementary School. The scope of work includes removal of the existing roof systems to the decks, installation of new insulation and new roofing systems and related modifications to HVAC equipment. The scope also includes removing and replacing the standing seam metal roof panels around the perimeter mansard areas around the main building. Note that lightning protection was not included in the design documents and will likely be added as an owner-directed change order later in the project.
Additional administration and permitting costs are estimated at $10,000. The project is funded through 2020 Sales Surtax. The Independent Citizens Oversight Committee (ICOC) will consider allocating additional funds ($500,000) from the 2020 sales surtax revenue for this project at its February 22, 2023 meeting.
Board approval is required for purchase orders over $50,000. The standard agreement template has been used which does not require legal review.
Approve the total project construction budget in the amount of $3,295,842.48 for the roof renewal at South Lake Elementary Elementary School.
Approve the Guaranteed Maximum Price (GMP) submitted by Heard Construction, Inc. in an amount not to exceed $3,285,842.48 under their continuing contract for construction management services for the roof renewal at South Lake Elementary Elementary School.
Approve an additional allocation of $500,000 from the 2020 sales surtax revenue for the electrical renewal at South Lake Elementary School, pending ICOC review.
