The District's Memorandum of Agreement with the US Marine Corps requires the District to provide facilities that support the JROTC program  at Palm Bay Magnet High School, including indoor marksmanship area. The current facility does not meet the minimum specifications and is badly deteriorated. 

The FY 21-22 Capital Plan included $50,000 for design of the project. The plan was to fund the construction through the FY 22-23 capital budget. However, the design was completed early using prior year capital funding, with the intent of potentially advancing the project if capital funds were available. 

The project was bid among the District's general continuing general contractors based on the design prepared by Tsark Architecture, LLC under their continuing contract for architectural services. Five bids were received. The lowest bid was received from Maverick Constructors, LLC in the amount of $349,609. The project can be funded through available capital rather than deferring to the FY 22-23 capital cycle which would likely result in higher costs. Administration and permitting costs are estimated at $5,000.

Board approval is required for purchase orders over $50,000. The standard agreement template has been used, which does not require legal review.

Approve the total project construction budget in the amount of $354,609 for the Palm Bay Magnet High School JROTC range.

Award the bid to Maverick Constructors, LLC in the amount of $349,609 for the Palm Bay Magnet High School JROTC range.
