Four attendance boundary proposals were presented as an information agenda item at the November 16, 2021 School Board Meeting. Virtual community meetings were held between November 29th and December 9th for the Heritage to Bayside High, Apollo to Imperial Estates Elementary, and Satellite High/DeLaura Middle to Cocoa Beach Jr./Sr. High proposals.  At the December 14, 2021 School Board Meeting, the Board voted to approve special considerations and to hold a public hearing regarding the attendance boundary proposals.

The public hearing is being held to review and take action on the following proposals:

• Meadowlane Primary and Meadowlane Intermediate to Discovery Elementary School.
  • The intent of this proposal is to adjust attendance boundaries ahead of significant growth anticipated in the area south of U.S. Route 192 and west of Interstate 95. In this scenario, predominately vacant land would be redistricted prior to any development, minimizing the affects on existing students.
  • The public involvement process included:
    • Information, maps and data about the proposal were posted on the District's attendance boundary webpage.
    • The affected families were contacted by the Principals.
    • A letter to families affected by the proposed Meadowlanes to Discovery Elementary School boundary change was mailed on November 19, 2021.
    • A community survey was posted on the attendance boundary webpage.
    • A copy of the community survey comments and emails received is attached.

• Apollo Elementary School to Imperial Estates Elementary School in SY2023-2024.
  • Facilities and Elementary Leading and Learning proposed a pilot process that would give parents advanced notice of a boundary change in School Year 23-24 and waive the ELO application fee for those families within the area to be rezoned that choose to ELO to Imperial Estates in School Year 22-23.
  • The public involvement process included:
    • Information, maps and data about the proposal were posted on the District's attendance boundary webpage.
    • A letter to families affected by the proposed Apollo Elementary to Imperial Estates School boundary change was mailed on November 10, 2021.
    • A community survey was posted on the attendance boundary webpage.
    • A virtual community meeting was held on December 2, 2021 on ZOOM. A recording of the community meeting is posted on the attendance boundary webpage.
    • A copy of the community survey comments and emails received is attached.

  • The special considerations that were approved by the Board at the December 14, 2021 School Board meeting are:

    • Grant special consideration to waive the ELO application fee for those families affected by the Apollo Elementary to Imperial Estates Elementary boundary change that choose to ELO to Imperial Estates for school year 2022-2023.
    • Grant special consideration to rising 6th grade students affected by the Apollo to Imperial Estates boundary change to attend their current school under an ELO process ($30 fee and no transportation) for school year 2023-2024.

• Heritage High School to Bayside High School in School Year 2023-2024.
  • ​​​​​​​The intent of this proposal is to adjust boundaries to better balance enrollment between Heritage High School and Bayside High School in order to accommodate residential growth in the area.
  • The public involvement process included:
    • Information, maps and data about the proposal were posted on the District's attendance boundary webpage.
    • A letter to families affected by the proposed Heritage High School to Bayside High School boundary change was mailed on November 10, 2021.
    • A community survey was posted on the attendance boundary webpage.
    • A virtual community meeting was held on November 29, 2021 on ZOOM. A recording of the community meeting is posted on the attendance boundary webpage.
    • A copy of the community survey comments and emails received is attached.
  • As a result of the Community feedback and input from the principals, the recommendation has been modified to implement the attendance boundary change in school year 23-24 to allow families more time to consider their educational options.

  • The special considerations that were approved by the Board at the December 14, 2021 School Board meeting are:

    • Grant special consideration to waive the ELO application fee for those families affected by the Heritage High School to Bayside High School boundary change that choose to ELO to Bayside High School for school year 2022-2023.
    • Grant special consideration for any rising 11th or 12th grade students affected by the Heritage High School to Bayside High School boundary change to attend their current school under an ELO process ($30 fee and no transportation) for school year 2023-2024.
    • Existing Educational Program Option (EPO) students affected by the Heritage High School to Bayside High School boundary change may continue their existing program, regardless of grade level.

• Satellite High School and DeLaura Middle School to Cocoa Beach Jr./Sr. High School in School Year 2023-2024.
  • ​​​​​​​The intent of this proposal is to better balance enrollment and capacity between DeLaura Middle School/Satellite High School and Cocoa Beach Jr./Sr. High School.
  • The public involvement process included:
    • District staff working closely with the Base Liaison.
    • Information, maps and data about the proposal were posted on the District's attendance boundary webpage.
    • A community survey was posted on the attendance boundary webpage.
    • A virtual community meeting was held on December 9, 2021 on ZOOM, a recording of the community meeting is posted on the attendance boundary webpage.
    • A copy of the community survey comments and emails received is attached.
  • As a result of meeting with Base leadership on November 23, the recommendation has been modified to implement the attendance boundary change in School Year 23-24 and use the time to address concerns regarding transportation. Families new to the Base will be encouraged to enroll their students in Cocoa Beach Jr./Sr. High School. Transportation can provide single-stop bus service to Cocoa Beach Jr./Sr. High School for SY 22-23.
  • As a result of the community feedback and community input meeting, the recommendation has been modified to provide special consideration for secondary students of military families living at Patrick Space Force Base to continue to attend DeLaura Middle School and Satellite High Schools if they are attending one of those schools in SY 22-23 under an ELO process ($30 fee and no transportation).
  • The special considerations that were approved by the Board at the December 14, 2021 School Board meeting are:
    • Grant special consideration to waive the ELO application fee for those families affected by the DeLaura Middle School and Satellite High School to Cocoa Beach Jr./Sr. High School boundary change that choose to ELO to Cocoa Beach Jr./Sr. High School for school year 2022-2023.
    • Grant special consideration for secondary students of military families living at Patrick Space Force Base during the 2022-2023 school year affected by the DeLaura Middle School and Satellite High School to Cocoa Beach Jr./Sr. High School boundary change to continue attending DeLaura Middle School and Satellite High School  under an ELO process ($30 fee and no transportation).
    • Existing Educational Program Option (EPO) students affected by the DeLaura Middle School and Satellite High School to Cocoa Beach Jr./Sr. High School boundary change may continue their existing program, regardless of grade level. 
    • Approved a conceptual provision of bus service from a stop at the north end of Patrick Space Force Base to Cocoa Beach Jr./Sr. High School for school year 2022-2023.

Hold a public hearing and approve the following attendance boundary changes:

• Meadowlane Primary and Meadowlane Intermediate to Discovery Elementary School for school year 2022-2023.
• Apollo Elementary to Imperial Estates Elementary School for school year 2023-2024.
• Heritage High School to Bayside High School for school year 2023-2024.
• Satellite High School and DeLaura Middle School to Cocoa Beach Jr./Sr. High School for school year 2023-2024.
