The 2020 Sales Surtax Plan included $27.6 million allocated for security projects over the six year span of the program. The Security Assessment recommended a project that was not funded at the time the 2020 surtax program was developed. Since that time, the District has recognized the need to implement the recommended project. The cost of the project is $2.53 million through 2026 with an initial cost and five annual installments. 

The project is funded over a six year period. The Finance Department and Legal Counsel have verified that the project is an eligible capital expenditure (and therefore eligible as a security project under the sales surtax program). The cash flow is available to support adding the project to the program. As of November 30, 2021, revenue received since the inception of the program for security purposes is $1.24 million over projections. In addition, the program was planned with an estimated $8.4 million unallocated to projects based on the total program revenue projections at the time. Consequently, the project can be added to the sales surtax plan without impacting any other planned projects.  

The Independent Citizens Oversight Committee reviewed the project details in a closed session pursuant to Sections 281.301 and 119.071(3), Florida Statutes on December 8, 2021 and recommended approval. One member voted against recommending approval. 

Approve adding the security project "Group I" to the 2020 Sales Surtax Plan in the amount of $2,530,000.
