The sales surtax Independent Citizens Oversight Committee (ICOC) Charter states that members shall serve terms of two (2) years and that a member may serve for more than one consecutive term for multiple terms if approved by the School Board.  The ICOC recommends member appointments for School Board consideration. The Charter states that the ICOC should have at least seven members and no more than eleven members. The ICOC currently has ten members.

The ICOC advertised for new members and reviewed one application, James Green, at the October 20, 2021. The School Board approved the appointment of Mr. Green to the ICOC at the Board's November 16, 2021 meeting.  At that time, the terms of Gary Shiffrin (Chair), Eugene Cavallucci (Vice Chair), Kayla Spellman (Treasurer), Brian Blenis and Mark Young were extended through February 2024. However, Gary Shiffrin, Eugene Cavallucci, Brian Blenis and Mark Young expressed their intent to retire from the ICOC as soon as new members could be appointed by the School Board. Kayla Spellman accepted the two year term through February 2024.

The ICOC reviewed six applications at the December 8, 2021 meeting and recommended the following applicants for appointment to the ICOC for two year terms starting February 10, 2022 pending receipt of the planned resignations of Messrs. Shiffrin, Cavallucci, Blenis and Young:

  • Tammy Dennis
  • Elizabeth Evander
  • John Hopengarten
  • Alberta Wilson

The ICOC membership transition plan includes a special orientation meeting prior to the regular February ICOC meeting that will include new members and current members.

 

 

 

Recommendation

Appoint the following applicants to the ICOC for two year terms from February 10, 2022 through February 9, 2024 pending receipt of the planned resignations of Messrs. Shiffrin, Cavallucci, Blenis and Young:

  • Tammy Dennis
  • Elizabeth Evander
  • John Hopengarten
  • Alberta Wilson
