8. New TLC Fellowship Program

Janice Kershaw, President and CEO of Brevard Schools Foundation presented information on the New TLC Fellowship Program.

 

The new TLC Fellowship program began this year as part of its Teaching Quality Initiatives supported in part by a legislative appropriation from the State of Florida School District Education Foundation Matching Grant program. It is aimed at enhancing teaching and learning by creating a talent development opportunity built around action research projects as the centerpiece.

Ms. Jenkins explained to the public why this policy is being revised.  She stated that we are a public educatin system and we serve every student regardless of individual beliefs.

 

Ms. Campbell shared that she agrees with Ms. Jenkins sentiments to serve every student.  She stated that although she is not in favor of this policy, she is not in any way supporting students mistreating their peers.  

 

To provide constintuents with clarification, Ms. Belford asked Mr. Gibbs, General Counsel, if this policy guides the areas that Ms. Campbell has expressed concerns about or are our handlings of these situations guided by something more powerful than this policy.  Mr. Gibbs explained that the DOJ and OCR guidance enforce federal law and regulations against the district.  He stated that all the policy changes that Neola makes and recommends are based on federal guidance.  Ms. Belford asked if our policy needs to be relfective of legal guidance.  Mr. Gibbs stated that it is based on existing legal guidance that is available and when that guidance changes the policy would be brought back to the Board as an amendment for approval.

Ms. Campbell stated that there were some misunderstandings and communiations on this policy pertaining to athletics.  She explained that our district abides by and will continue to abide by FHSAA guidelines, which follow Florida Statute.

52. Melbourne High School Renaming Update

Mr. Susin provided an update pertaining to the Melbourne High School Renaming.  He stated that he had previously reached out to Ms. Lopez to discuss pulling the item from the March agenda due to lack of support and she declined.  He explained that she would really like the Board to make an effort to support the Hispanic/Latino culture and this was her effort to do this. 

 

Mr. Susin reiterated statements he made during the Board Check-In regarding his conversation with Mr. Acaba which pertained to him not being interested in having the school named after him.  He stated that he reached back out to Ms. Lopez to discuss this conversation and continued lack of support and Ms. Lopez has decided to pull the item to rename Melboune High but she looks forward to moving forward with an effort to support the Hispanic/Latino culture within the county.  Mr. Susin explained his commitment to Ms. Lopez to aid in these efforts.

53. Transportation & Bus Driver Collaboration

Mr. Susin explained that he went to Manatee Elementary and met with bus drivers, some were in the audience whom he praised personally for their efforts.  He stated that he met with Dr. Mullins to discuss issues that arose from his meeting at Manatee and Dr. Mullins has already assigned staff to address each of them.  

 

Mr. Susin provided several examples of the exemplary actions from some of our bus drivers and thanked them for everything they are doing.

Dr. Mullins echoed Ms. Campbell's optimism regarding the proposed budget, but expressed to also use caution.  He explained that there is still a lot of negotiating that has to happen pertaining to the budget.  Dr. Mullins provided an overview of potential changes/challenges ahead.

 

Dr. Mullins also echoed Ms.Campbell's recognition of SIAC and provided some examples of the work that has been done over the years.

At the conclusion of public comments, Mr. Susin informed the Board that he will share the concerns from the bus drivers.  He also stated that he would like to discuss, at the next Board Meeting, the placement of public speakers when they've signed up to discuss a Board Discussion topic that is on the agenda.
