The fire alarm system at South Lake Elementary School is failing and needs to be replaced. In addition the school is adding a kiln room as part of this project.

Heard Construction, Inc. has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $341,393.29 to replace the fire alarm and construct the kiln room under their continuing contract for construction management services based on a design by TLC Engineering Solutions under their continuing contract for mechanical, electrical, plumbing and fire protection engineering services. Administration and permitting costs are estimated at $7,500. The fire alarm renewal project is funded through remaining 2014 sales surtax. The kiln room project is funded through program-related capital. Heard Construction, Inc. is already on site constructing the classroom addition project which results in lower fee and general conditions costs.

The project is funded through 2014 sales surtax revenue over the $198 million program target. Additional funding for fire alarm renewal ($1.5 million) was approved by the Independent Citizens Oversight Committee on February 17, 2021 and the School Board on June 22, 2022. Additional fire alarm renewal projects are planned at other schools that may necessitate additional resources. 

Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review. 

Approve the total project construction budget in the amount of $348,893.29 for the South Lake Elementary School fire alarm renewal and kiln room construction project.

Approve the Guaranteed Maximum Price submitted by Heard Construction, Inc. in an amount not to exceed $341,393.29 under their continuing contract for construction management services to replace the fire alarm and construct a kiln room at South Lake Elementary School.
